Renovation of a residential development in Sacramento, California. Completed plans call for the renovation of a 43,890-square-foot residential development.
SHARP Development, LP (SHARP) on behalf of the owner, is seeking a General Contractor (GC) to provide Construction services for Central City II properties listed in this RFP. Applicants with relevant experience and the qualifications required to implement the scope of work as described in this RFP are encouraged to respond. The selected Contractor will work with the owner's Project Team and the expectation is that a Construction Contract will be negotiated with the selected Contractor. The Applicant must be skilled in performing Construction activities in accordance with Tax Credit regulations. In addition, the Applicant must be familiar with the local labor and subcontracting environment and be experienced in implementing Section 3 requirements and local business inclusion. Construction costs for this project are anticipated to be in the $3 million to $4 million range, which will include physical improvements to the buildings and various site improvements. This budget shall include all general conditions, overhead and profit, insurance, contingency, etc. This project will utilize 4% Tax Credits, and will be subject to regulations governing that funding source. At a minimum, the selected Contractor shall possess and maintain a Class "B" General Building Contractors License. Self-performing is permitted under this solicitation. Contractor may elect to self-perform any portion of the work as long as it has the listed specialty licenses. The following trades must be performed by a contractor/subcontractor who holds the specialty license. Possible sub-contracting trades are as follows: Asbestos Abatement; C-22, Electrical Contractor; C-10, Elevator Contractor; C-11, Fire Protection Contractor; C-16, Flooring & Floor Covering; C-15, Glazing Contractor; C-17, Hydroseed Spraying; C-61/D-59, Landscaping Contractor; C-27, Low Voltage Systems; C-7, Warm-Air Heating, Ventilation & AC; C-20, Suspended Ceilings; C-61/D-50, Roofing Contractor; C-39 Fire Alarm subcontractor must have a minimum of three years successful experience installing Silent knight fire alarm system and must be a certified Silent Knight installer. Surveillance subcontractor must be a certified Digital Watchdog (DW) installer and must have three years of experience installing DW products. Request for Information (RFI) Due:March 17, 2023, 5:00pm Notice of Intent to Award (anticipated):April 7, 2023 Notice of Award (anticipated):April 14, 2023 It is recognized that time is of the essence. All bidders are hereby advised of the following schedule and will be expected to adhere to the required dates and times. 1. General Contractor Selected: April 2023 2. Contract execution: April 2023 3. Anticipated Construction Start: September 2023 The contract with the selected General Contractor and all subcontractors for this project are subject to Federal labor standards. The selected General Contractor and subcontractors will be required to pay Davis-Bacon Residential Prevailing Wage. Additionally, all contracts are subject to affirmative action requirements, Section 3 requirements of the HUD Act of 1968, Minority and Women Owned Business Enterprise standards. The applicable Davis-Bacon Prevailing Wage decision for all bidding processes is Davis-Bacon Residential General Decision General Decision CA20230019 #2, 1-19-2023. The full wage decision is provided in #Attachments. The General Contractor and all subcontractors are required to submit all weekly certified payroll reports and labor compliance documentations to SHARP through eComply throughout the duration of the project at no additional cost to SHARP. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Notice of Intent to Award April 10, 2023 Notice of Award April 17, 2023 Project Location-Pine Knoll Apartments (30 Dwelling Units): 917 38th Street, Sacramento, CA 95816 , Big Tree Apartments (29 Dwelling Units): 2516 H Street, Sacramento, CA 95814 This project consists of two residential properties with a total of 59 dwelling units. These residential apartments are currently part of the Housing Authority of the City of Sacramento Public Housing stock; therefore, HUD housing rehabilitation guidelines must be met in their renovation. Properties are located at the following addresses: - Pine Knoll Apartments (30 Dwelling Units): 917 38th Street, Sacramento, CA 95816 - Big Tree Apartments (29 Dwelling Units): 2516 H Street, Sacramento, CA 95814. SHARP awarded a design contract for the project to Pressey and Associates. PROVIDE ALL LABOR, MATERIALS, EQUIPMENT, TOOLS, TRANSPORTATION, INSURANCE AND SERVICES REQUIRED FOR THE REHABILITATION WITHIN THE EXISTING SPACES AND SITE.
