Demolition, site work and new construction of a mixed-use development in Wichita Falls, Texas. Completed plans call for the construction of a 12,957-square-foot clubhouse / community center; for the demolition of a clubhouse / community center; for site work for a clubhouse / community center; 7,500-square-foot fitness / recreation center; fitness / recreation center; and fitness / recreation center.
The project will be built on the existing property in Wichita Falls, Wichita County, Texas and consists of a new 20,000 square foot one-story building (Club approximately 12,500sf, Gymnasium approximately 7,500sf). The buildings that occupied the one square block site were demolished and the site completely cleared except for the existing trees to be saved and protected during construction. Construction is concrete slab-on grade with spread footings, engineered steel structure except for the gymnasium which is designed as a pre-engineered metal building frame. Exterior finishes include stone veneer, metal siding and "wood-look" horizontal aluminum siding, with a TPO roof on the Club Building and standing-seam metal roof on the gymnasium. Interior finishes include impact resistant gypsum board on metal studs, lay-in acoustical ceilings and ceiling clouds, polished concrete, luxury vinyl plank flooring and hard-rock maple gymnasium flooring. The building will include a complete fire sprinkler system, and packaged rooftop HVAC systems serving this non-combustible construction structure. Site landscaping, landscape irrigation, paving and lighting are included in the project. All bids must be in the hands of the Owner no later than the time specified above. All bids must be hand delivered or sent via US mail; bids cannot be accepted electronically. All bids must be sealed in an envelope with the following information on the face of the envelope: Name of Offeror A New Rosewood Community Center and Boys & Girls Club Wichita Falls Housing Authority Attention: Ms. Donna Piper A Bid Bond from a bonding company acceptable to the Owner or a certified check in an amount equal to 5% of the greatest amount proposal must accompany each Bidders proposal. A Payment Bond and Performance Bond, each in an amount equal to 100% of the Contract Sum conditioned upon the faithful performance of the Contract will be required. All bonding companies presented must be acceptable to the Owner. All Bidders submitting a bid are encouraged to visit the site and are encouraged to attend the bid opening. Subcontractors and Suppliers intending to submit bids to General Construction Bidders are required to prepare their bids based on the complete set of bid documents. If after reviewing the complete set of bid documents, Subcontractors and Supplier Bidders desire to purchase individual drawings and specification sections for their convenience, they may do so by ordering the specific drawings and specifications directly from the reproduction company. Each Bidder purchasing a partial set of bid documents is responsible for determining exactly which documents he requires and is responsible for all costs associated with printing and delivery. Each Bidder shall complete and submit in his bid package, the following: 1. Form of Bid 2. Form of Bid Bond 3. Equal Employment Opportunity Certification (Form HUD 92010) 4. Form of Non-Collusive Affidavit 5. Previous Participation Certifications (Form HUD 2530) Form of Contract and Section 3 Clause will be required documentation by the accepted bidder. Attention is called to the Provisions for Equal Employment Opportunity as set forth in these documents. The contract is subject to the conditions of Executive Order 11246, which prohibits discrimination in employment because of race, color, religion, sex or national origin on federal or federally assisted construction contracts. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Specifications must be paid on this project. Any addenda issued during the time of bidding are to be acknowledged in the bid and in closing a contract, they will become a part thereof. The competency and responsibility of bidders will be considered in awarding the contract for construction. The Owner shall have the right to reject any or all bids and to reject a bid not accompanied by any required bid security or other information required to be submitted with the bid, or to reject a bid which is in any way incomplete or irregular. It is the intent of the Public Housing Authority to award a contract to the lowest responsible bidder provided the bid does not exceed the funds available. The Public Housing Authority shall have the right to waive any informality or irregularity in any bids and to accept the bid in its judgment is in its own best interest. This contract is subject to the provisions of Title VI of the Civil Rights Act of 1964. No bid shall be withdrawn for a period of ninety (90) days after the opening of bids, without the consent of the Public Housing Authority. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The estimated value range for his project is $6.5 M-$7M.
