Site work, paving, outdoor lighting and new construction of a mixed-use development in Everett, Washington. PROJECT DESCRIPTION The work to be performed by the consultant consists of a Type, Size, and Location (TS&L) study for a new bridge planned in Everett, Washington. This new bridge will extend Everett Avenue from its current terminus at E. Grand Avenue and provide connection to approximately 80 acres of City and privately-owned property along the Snohomish River. This section of Everett Avenue is a two-lane collector arterial carrying vehicular volumes of approximately 2,000 ADT. The extension of Everett Avenue will involve significant impacts to a community park amenity in the public Right of Way (R/W), and will span a Burlington Northern Santa Fe (BNSF) Railway mainline and a two-lane roadway. The completed TS&L study will be used to seek additional funding for full design and construction. Participation in this TS&L will not preclude participation in future phases of the work such as preliminary engineering, environmental review, design, PS&E and construction engineering. The proposed scope of improvements includes site preparation, traffic control, utility coordination, bridge structure (including curbs, sidewalks, illumination), associated roadway improvements, utility improvements, coordination with BNSF, non-motorized transportation improvements, barriers, and aesthetic considerations potentially including bridge aesthetics, landscaping and irrigation. The project site has significant geotechnical challenges, including potentially liquefiable soils and groundwater concerns. The major phases and features of the selected consultant's services are as follows: Scope Development: Prepare a detailed scope of services based on a draft scope of work outline to be provided by the City. Type, Size, and Location Study: The TS&L study will follow the formatting and criteria of Chapter 2 of the Washington State Department of Transportation's Bridge Design Manual (M 23-50.21) and include, at a minimum: Surveying and Right-of-Way: Boundary and Topographic survey mapping will be a component of this contract. The contract will likely include survey control, topographic surveying, cross sections, underground utilities mapping, and right-of-way surveying, as needed. Preparation of supplemental survey data, legal descriptions, individual parcel access drawings and easements (as needed). Right of Way acquisition negotiation, if required, will be performed by the City. Existing Conditions and Alignment Options Geotechnical Investigation Bridge Structure Drawings Architectural Concepts Permit Requirements and Environmental Impact Analysis Cost Estimates Potential Future Phases of Work The following phases of work may, at the City's sole discretion, be negotiated and contracted with the successful consultant upon completion of the TS&L study and acquisition of additional project funding: Preliminary Engineering: Preparation of Preliminary Engineering and 30% design plans for review. Coordination with BNSF Design Engineering (PS&E): Environmental Review and Permits: Environmental planning and preparation, submittal, and monitoring of all required environmental documentation and permit applications, including SEPA and NEPA. (Please note that federal funds will be used for this project.) Design and PS&E: Design and PS&E for bridge improvements, including site preparation, park restoration, bridge structure, curbs, gutters and sidewalks; bicycle/pedestrian facilities; landscaping; intersection radii improvements and channelization; illumination; subsurface utility engineering, including underground utility identification, mapping and upgrade designs, utility coordination with the City and other utility companies, and detailed traffic control plans. Work is to include preparation of bid ready documents. Bid Period Services: Assistance with response to bidder questions, preparation of bid addenda as needed, review of bid proposals, and assistance with pre-award issues. Construction Engineering: At the completion of Bid Award, the City may, at its sole discretion, elect to either terminate the Consultant Agreement or amend it to include partial or full Construction Engineering services which may include: Assistance with response to contractor requests for information or clarification. Review of shop drawings and submittals Preparation of clarifying details or documents as needed Construction Inspection and Documentation suitable for a federally funded project Preparation of Record Drawings at construction completion CONDITIONS OF THE AGREEMENT The City reserves the right to retain the services of the successful firm for any subsequent phases associated with this project. The City has not prepared a detailed scope for the design phase work to be performed under this contract. The City will provide a scope of work outline to the selected consultant. The selected consultant will have the opportunity to negotiate with the City to enter into a Consulting Agreement which will establish a maximum contract amount. The City may authorize some or all of the work elements described above on a task basis. The shortlist of consultants will be selected on the basis of the following information, which you must include in your Statement of Qualifications submittal (85 points maximum). 1.The City of Everett desires an experienced project manager capable of providing direction and oversight for multi-disciplinary federally funded bridge projects. Describe the proposed project manager's experience in overseeing bridge projects. (Please note: If his or her team is shortlisted, the project manager identified in the Letter of Interest will be required to represent the project at the subsequent interview. Also, if selected for this project, the City will require that the interviewed project manager remain as the day-to-day contact for this project throughout the duration of the contract, unless a suitable replacement is approved by the City.) (15 points) 2.Describe the relevant, recent experience of each of the consultant team members in both alternatives analysis and design of bridge projects similar to this project. (10 points) 3.Describe the team's relevant, recent experience in conducting a rapid and succinct environmental analysis, including what type of evaluations and permits are anticipated for this type of bridge project. Familiarity with SEPA and NEPA procedures and regulations, including evaluations of Section 4(f) park impacts. Emphasis shall be on fulfilling all required environmental analysis without undertaking additional unnecessary elements. (10 points) 4.Describe the consulting firm's and the project manager's most recent experience with estimating and forecasting construction costs on similar bridge projects. Please include a comparison of the project engineer's cost estimate and the actual bid award and construction cost, including an explanation of differences. Please include both agency and contractor reference contact names and phone numbers. Include the design and project management cost for each listed project as a percentage of construction cost. (10 points) 5.Describe the consulting firm's and the project manager's recent experience in completing a bridge project within a short and challenging timeline. Provide agency and contactor names and phone numbers. (10 points) 6.Describe the consulting team's experience in completing a bridge project over a BNSF Railway mainline. (10 points) 7.Explain how the project manager will maintain communication between the City contact(s), other project team members, including sub-consultants and various involved stakeholders. Describe what techniques or tools the project manager will use to ensure that all project team members are completing their tasks as assigned and on schedule, and how the project manager will report this information to the City's project manager. Describe the project manager's experience with using MS Project or other project management software. (8 points) 8.Provide recent letters of recommendation from previous clients for similar projects. (10 points) 9.Identify the geographic location of the design team's project office. Preference will be given to project offices closest to the City's Public Works Service Center at 3200 Cedar Street in Everett. (2 points) The statements of qualifications shall be limited to twenty (20), single-sided, 8 1/2" x 11" pages. Six (6) additional sheets will be allowed for letters of recommendation from previous clients, and/or BNSF. No additional information or pamphlets will be considered by the selection committee.
