Proposals shall be submitted on the blank forms bound in the contract documents or issued in any addendum and provided for that purpose. The Owner intends to award the contract to the most responsive, responsible bidder submitting the lowest bid. Bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with the Instructions to Bidders. As a condition of the Contract, the successful Bidder will be required to provide separate Performance and Payment Bonds, each in the amount of 100% of the Contract Amount. The Contractor shall pay not less than the prevailing hourly rate of wages for work of a similar character in the locality in which the work is performed, as determined by the Missouri Department of Labor and Industrial Relation and as set out in the detailed plans and specifications. The wage rates applicable to this project have been predetermined as required by law and are set forth in the specifications. Upon signing the contract, the contractor and any subcontractor performing the work shall provide a ten-hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees which includes a course in construction safety and health approved by OSHA or a similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. All employees are required to complete the program within sixty (60) days of beginning work on such construction project. Any employee found on the worksite without documentation of the successful completion of such a course shall be afforded twenty (20) days to produce such documentation before being subject to removal from the project. Payment for the work under this contract will be made in cash in accordance with the payment provisions stipulated in the contract. The contract contains a provision for liquidated damages. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor(s) shall commence the work upon issuance of the Notice to Proceed, and complete the work within 30 consecutive calendar days. The Work shall be started within 5 calendar days following the Notice To Proceed.
