Site work and paving for a mixed-use development in Madison, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; road / highway; and water / sewer project.

Any envelope that is received that is not properly marked causing it to be opened prior to the bid will be invalidated. Bids may be received before the hour designated in this office, if they are mailed or hand delivered in person. The project scope includes, generally, but is not limited to: 1) Police Traffic Directors - up to 360 man-hours 2) Milling Pavement Full 2 Inch Depth - up to 1,500 square yards 3) Bituminous Concrete Surface Course, HMA 9.5M64 - up to 605 tons 4) Bituminous Concrete Base Course, HMA 19.5M64 - up to 1,160 tons 5) Drainage Inlets w/ New Frame & Grate - up to 15 units 6) Reinforced Concrete Pipe 15 in diameter up to 260 linear feet 7) PVC Pipe 8 in diameter sched 40 drains - up to 350 linear feet 8) Granite Block Curb (large) - up to 2,950 linear feet 9) Concrete Sidewalk, 4 in thick - up to 650 square yards 10) Traffic Markings, Various Types - up to 4,400 linear feet The above quantities are illustrative only and are the sole responsibility of the bidder to confirm prior to the bid submission. The Bid amount will be not exceeded with advanced authorization by the Governing Body of the Borough of Madison. In addition to the proposal, each bidder may be required to submit a statement of his or her qualifications, experience, financial ability, equipment and a non-collusion affidavit. Failure to submit same with the proposal may result in rejection of the bid. Sealed Bids must be accompanied by: (1) a duly executed Bid Proposal Guarantee in the form set forth in the Bid Package; (2) a certified check, cashiers check or bid bond, payable to the Borough of Madison, in an amount equal to 10% of the bid (based upon the highest total bid, if alternative bids are involved), but not to exceed $20,000, and (3) a duly executed Certificate of Surety and Power of Attorney on the standard New Jersey Statutory bond form, as set forth in the Bid Specifications, issued by a surety company licensed to do business in the State of New Jersey. The Borough of Madison reserves the right to reject any or all bids and to waive any informalities therein and to accept any bid that will be in the best interest of the Borough of Madison according to N.J.S.A. 40A:11-1. The Borough of Madison reserves the right to delete sections of work from the contract after the award of the bid has been made due to funding or other reasons. The prices bid for various items of work shall not be adjusted due to the deletion of any work due to the variation of any quantity for the various items scheduled in the Proposals. The Borough of Madison reserves the right to make separate purchase awards for various sizes and kinds of materials or equipment required. Proposals for this contract will be accepted only from bidders who have been properly qualified in accordance with the requirements of the Specifications. Bidders are required to comply with the provision of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, contracts shall be awarded to business concerns owned by area residents. Bids for proposals in excess of $100,000 must be accompanied by a written Affirmative Action Plan. Each proposal must be enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, with the designation BOROUGH OF MADISON, SEALED BID, COOK AVE PARKING LOT RECONSTRUCTION,
