All potential bidders must be certified by DOA prior to submitting bids on state construction projects over $50,000. All bids received from contractors who are not certified will be rejected. Contractor certification applications and instructions for completing the form may be obtained from the DOA portal DFD Contractor Certification page portal. This project is being let using the single prime bidding and contracting process. DFD will publicly bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first. Within 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each applicable MEP division of work. These successful MEP bids must be included in all general prime contractor bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open general prime contractor bids. General prime contractor bids that do not include the successful MEP bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor and this general prime contractor will enter into subcontracts with the successful MEP bidders. Hand delivery to the drop box labeled SEALED BIDS ONLY in front of the State of Wisconsin Administration Building located at 101 East Wilson Street, Madison, Wisconsin 53703. In general, the work consists of CHAMBERLIN HALL - STERLING HALL UTILITIES: Project work includes excavation; installation of new steam box conduit from Pit 177/10 to Sterling Hall; and installation of 40 LF of 8-inch domestic water main from just west of Sterling Hall, 465 LF of twelve 5-inch duct package A-2 from Pit 7P68-14 on the west side of Charter St. to the east end of Sterling Hall, and two new utility pits along this route. Four 5-inch conduits will be extended into Sterling Hall (Rm B525) from the easternmost new utility pit. Two 15 kV loop switches and circuits will be installed between Pit 7P68-14 and Sterling Hall (Rm B525). LINDEN DR. UTILITIES: Project work includes replacing 1,200 LF of domestic water main with a new 12-6 inch line and reinsulating 300 LF of 14-inch high-pressure steam and 6-inch pumped condensate return lines inside a concrete box conduit from Babcock Hall to Pit 84/9. Work also includes the partial demolition and reconstruction of Steam Pit 120/10 south of Babcock Hall. COMMON WORK: All areas disturbed by the project will be fully restored, including roadways and gutters, pedestrian walkways, terraces, landscaping features, and site structures. Temporary steam, condensate and compressed air will be required to serve connected loads while the box conduit is being constructed. Project work also includes traffic controls phasing drawings and asbestos abatement of piping insulation by the State, as required. Base Bids will be received as a single lump sum bid for: 4) Mechanical (Heating, Ventilating, Air Conditioning); and 5) Electrical. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted. NOTICE: The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin's prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. These changes take effect for projects advertised for bid after34 September 23, 2017. This change does not affect the Federal Davis Bacon Act requirements.
