As of May 12, 2025, this solicitation has been awarded. The Village of Hamburg intends to develop a BOA Nomination for an approximately 200-acre portion of the Village's historically industrial zone. Dubbed the West End Corridor (WEC), the study area contains underutilized legacy sites and perceived environmental challenges that have discouraged redevelopment. The objective is to build public consensus on a vision for key legacy industrial sites, future land use and development patterns, improvements to access and safety of the area's transportation network, and the differentiation of the WEC neighborhood identity. The WEC boundary is oriented along Lake Street (NY-75) on the east and still active railroad on the west. According to an Underutilized Sites Strategy completed on the WEC in 2016, there are two strategic areas that provide opportunities for targeted redevelopment. One is an industrial area that contains more than 10 clustered properties that are underutilized, vacant, and/or brownfield properties ripe for development. The second area is the Lake Street (NY-75) commercial corridor, which acts as a main gateway into the Village and contains multiple underutilized properties. The Study will build public consensus on future development patterns, including some currently vacant/underutilized portions of the West End. Specifically, the Study will seek transportation, land use, and development recommendations including, but not limited to, plans for a road diet, additional landscaping, design guidelines, and zoning updates. The project will also identify opportunities to expand utilization, access, and safety of the transportation network to connect adjacent neighborhoods with the West End Corridor. This BOA Nomination Study builds upon prior planning efforts, including the 2016 Underutilized Sites Strategy funded by a strategic planning grant from the office of Empire State Development. Minority Owned Sub-Contracting Goal: 15% Women Owned Sub-Contracting Goal: 15% Contract term: 14 months The method of Contractor Selection has not been Determined at this time.
