Interpretations or clarifications considered necessary in response to such questions will be issued by Addenda. Addenda will be posted to Portal. Questions must be received by 10:00 a.m. on February 16, 2023. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. The bidder is required to visit and carefully examine the site of the project, the work proposed, the proposal and specifications and to compute the quantities of labor and materials necessary for this project. It will be assumed that any incidental work will be taken into consideration in the bid and will not constitute a basis for claim for extra compensation. This is especially true for the placing of the wearing course on the cul-de-sacs when applicable and review areas for milling. The contractor may have to pave one half of the street one day and the other half on another day to provide property owners access to their properties. The work must be reviewed and discussed with the Director of Public Works before a bid is submitted. The Director of Public Works can be contacted by calling 717-367-1700. Bid security in the amount of ten percent (10%) of the bid shall be submitted. A certified check or bid bond, properly executed, must be enclosed with the bid proposal. All bids must be accompanied by a fully executed Public Works Employment Verification Form.
