For Meshoppen Creek Road Culvert Replacement Project CLARIFICATION DEADLINE 2/27/2023 4:00 PM The Township reserves the right to reject any or all bids received and/or eliminate, reduce or increase any item of work shown and to waive any informality in the bidding This project is subject to the provisions of the Pennsylvania Prevailing Wage Act. The successful bidder will be required to provide a Performance Bond and Payment Bond each equal to the amount of the total bid. Bids may be held by the Township for a period of not to exceed thirty (30) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of the Bidders, prior to awarding a Contract. All bids must be accompanied by either a Certified Check, Cashiers Check, or Bid Bond executed by the bidder and an acceptable surety payable to the Township of Dimock, in the amount of ten percent (10%) of the total bid. 1. Mobilize equipment and labor necessary to complete all work under this contract. The Pre-Cast Arch system shall be provided and installed by the contractor. Arch shall be designed for HL 93 design load. Footings shall be designed by the manufacturer and shall be based on 3,000 PSF soil bearing capacity. Borings shall be completed and a geotechnical report provided by the township to confirm the design parameters (borings have not yet been completed). Contractor shall contact Frontier Communications and coordinate removal of utility poles and phone line as needed to complete the scope of work. Contractor shall provide "Road Closed" signs at each end of the Township Road and at the intersection of Meshoppen Creek Road and Greenwood Road. Mailboxes shall be relocated by the contractor and reinstalled after completion of the work. The arch manufacturer shall provide a complete submittal package to the Engineer for approval. 2. Install Erosion and Sediment Pollution Controls including bypass pumping, concrete washout, pumped water filter bag, rock filter, energy dissipator, and any other E&S control required for completion of the project. Please note that the concrete washout location is not shown on the plan. Final location will be determined by the Contractor and Engineer. 3. Remove the existing steel culvert. Load culvert on Township trailer for transport. Clean streambed 50 feet in each direction from each side of the culvert at the direction of the Engineer. 4. Clear and Grub as needed for culvert and rip rap installation. Clear and grub along roadway embankment south of the culvert location (approximately Station 1+50 to 3+75). Place excavated material along roadway embankment as directed by the Engineer. Consolidate and grade embankment fill prior to stabilizing with topsoil, seed, mulch, and erosion control blanket. 5. Excavate and install footings and pedestals for new culvert. Backfill footings on stream side with 2B Aggregate and R-8 Rip Rap chocked with native streambed material for scour protection. Armor streambed in culvert and as shown on plan with R-8 Rip Rap choked with streambed material. Place one foot of native streambed material on top of Rip Rap to the proposed stream bed grade. Rip Rap will be provided by Dimock Township and delivered to the project location for placement by the contractor. A stockpile location will be determined by the Engineer and contractor prior to the start of the project. All other aggregate shall be included in the Contractor's project bid price. 6. Provide and install one Type M inlet with frame and grate with 15" HDPE discharge pipe as shown on plan. 7. Install precast culvert, wingwalls, and backfill with consolidated 2B Aggregate. Provide and install a minimum of 6" of compacted 2A aggregate for roadway subbase at culvert. 8. Provide and install compacted 2A aggregate in 6" lifts from Station 3+48 to Station 5 + 92 to meet the proposed roadway profile.
