Tree Planting Implementation and Supervision Services - Morice and Bulkley The successful contractor shall be required to complete Tree Planting Implementation and Supervision works for BC Timber Sales (BCTS), Bulkley and Morice Field Units. Specifically, contract works shall include: monitoring the performance of the planting contractor to maintain compliance with the terms and conditions of the Ministry BCTS planting contract; act as liaison between the planting contractor and the Ministry BCTS representative; report out to the Ministry representative as required; complete any planting boundary layout and GPS traverse if needed; complete both planting quality and planting payment plots, notify BCTS of any contravention to the planting contract; schedule and conduct a pre-work conference with the planting contractor if required to do so by the Province. Also, services will include a regeneration survey to be completed on select blocks concurrently with each unit's payment plotting works, unless otherwise stated by the Ministry. The planting payment plots and the regeneration survey will be carried out by means of systematic sampling to an intensity of one (1) plot per hectare, include the summarization of plot data with a unit report, and delivery of final survey/pay plotting maps. 2023 Bulkley and Morice works will be for approximately 2,287,460 seedlings. The active planting units requiring both regeneration delay surveys and pay plots will cover ~16 units with a total area covering ~1247 ha. An additional 150 ha of previously planted ground requires stand alone regen delay surveying. Active planting works are estimated to have a start-up date of May 1st through to June 25th. Deadline for receiving questions is 3:00 pm on February 14, 2023. If questions are received, a Question & Answer document will be posted to BC Bid by 4:00pm on February 15, 2023. Tender submissions must be submitted in accordance with the terms and conditions specified in the tender package. The lowest priced or any tender will not necessarily be accepted. Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022. As a condition of finalizing any service contracts with the Province, including service contracts arising from procurement processes, those contracts will require that all contractors and their personnel and any subcontractors and their personnel who will access BC government workplaces be fully vaccinated with COVID-19 vaccines approved for use in Canada, subject to any authorized exemptions. Such contracts will contain associated provisions required by and satisfactory to the Province regarding the foregoing, which may include provisions regarding mitigation measures for exempt personnel, compliance, enforcement, and the use of an attestation certifying compliance or presentation of a BC Vaccine Card by personnel.
