All bids shall be accompanied by the Responsible Contractor form, Form 21126D, Certification of Previous EEO Clause Contracts, Non-Collusion Affidavit, Stipulation for Foreign Iron or Steel Materials (if applicable), and bid bond as described previously. Immediately following expiration of the time for receiving bids, the City Engineer or his/her representative will view vbids. Prior to the bid opening time stated above, vbids are effectively sealed and not allowed to be reviewed. The City reserves the right to reject any or all bids, to waive irregularities, and to award the contract in the best interests of the Owner. The City may retain the deposits of the three lowest bidders for a period of at least sixty (60) days after the date set for the opening of bids.
