Architectural and Engineering Services - Feasibility Study and Space Needs Assessment Since 1965, City Hall, has been in a building originally constructed as a school. The Ruffner School was built in 1892-93 in the Renaissance style and is the oldest surviving school building in Lexington, VA. The City offices as allocated in the building are no longer serving their functional purpose. Some offices are too large and others are too small. Some needs are not provided for at all while other space is no longer used for its intended purpose. Additionally, there is a significant backlog of maintenance that is required to be carried out if the building is to remain fit to serve the needs of the City. The City of Lexington would like to hire a qualified firm to perform a feasibility study with a space needs analysis that evaluates current and future needs of the City's overall operations, to include the City Manager, Commissioner of Revenue, Finance, Tourism, Human Resources, Planning and Development, Treasurer, and Registrar. The analysis will include only City functions currently located within the Ruffner building located at 300 E Washington St Lexington VA 24450. The feasibility study is intended to provide the City Council with the resources necessary to make an informed decision regarding the feasibility of renovating the Ruffner building to meet the needs of the present and future. The study should help to define the current conditions of the building, future needs of each department, how the Ruffner building can most adequately meet those needs. The study will also evaluate potential relocation to another site - either an existing building to be renovated or new construction. Throughout this RFP the Architecture and Engineering consultant is referred to as the AE Questions Due: 5:00 PM, Tuesday, February 7, 2023 In Writing (E-mail) to the Contract Coordinator The City of Lexington City Council intends to select one or more qualified firms to provide the services requested using the Competitive Negotiation Procedure for Professional Services as outlined in the Virginia Procurement Act 2.2-4301 (3)a. The City of Lexington City Council, based upon funding, expects to enter into a contract with the selected Firm(s). The City of Lexington reserves the right in its sole discretion to reject any, or all, proposals, or to re-publish this Request for Proposal. The method of Contractor Selection has not been Determined at this time
