Site work, paving, outdoor lighting and new construction of a mixed-use development in Corpus Christi, Texas. Working plans call for the construction of a 152,596-square-foot military facility; for site work for a military facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; for outdoor lighting for a road / highway; road / highway; road / highway; transportation facility; and transportation facility.
This is a request for information (Questionnaire attached). This is not a Request for Proposals (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB) and it shall not be construed as an obligation on the part of the Government. There will be no solicitation, specification, or drawings available at this time. Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) is soliciting comments from the construction community addressing the potential use of a Project Labor Agreement (PLA) for a construction project (including new work, additions, alterations, and repairs). The construction is for a building project, specifically, construction of a 152,596 square feet, General Purpose Warehouse (GPW) for the Defense Logistics Agency (DLA) at Naval Air Station (NAS) Corpus Christi, Texas. Project scope may include, but is not limited to, construction of a permanent, noncombustible, GPW with concrete floors and 26-foot (approx. 7.92-meter) clear stacking height, weather-sealed truck doors, and loading/unloading docks with dock levelers; an administrative area with restrooms, locker rooms, employee lunch/break room, and a utility annex to support all utility functions. Access for the handicapped is required. Supporting facilities include all utilities, fire protection, storm drainage, site information systems, site lighting, paving (access roadways, hardstand aprons, parking), walks, and related site improvements. The project will be design-build, NAICS Code: 236220 -- Commercial and Institutional Building Construction. The magnitude of construction is anticipated to be between $25,000,000 and $100,000,000. The general period of performance is anticipated to be approximately 550 calendar days. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) Policy states: Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for a particular project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will: (1) advance the Federal Government's interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) be consistent with law. Reference is made to: FAR Subpart 22.5 Use of Project Labor Agreements for Federal Construction Projects; provision, FAR 52.222-33 Notice of Requirement for Project Labor Agreement; and to clause, FAR 52.222-34 Project Labor Agreement. In consideration of the above factors, and any others which may be deemed appropriate, the construction community is invited to comment on the use of a PLA for this proposed project using the attached questionnaire. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holder's list. After review of the responses to this synopsis, the Government intends to make a determination to pursue the inclusion of a PLA for the proposed project or not. The Government will not contact the responders for clarification of information provided. This survey is for planning purposes only and the Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. Responses shall be submitted on the attached questionnaire via email to Dennis Bourgault, dennis.p.bourgault.civ@us.navy.mil no later than 12:00 PM Eastern on February 13, 2023. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
