This project is located within the MacArthur Park area which is bounded by Camp and Buchanan Streets, Karl Ann Drive and Perkins Avenue. See site location map provided at the end of the RFQ. This area contains the streets of North, South, East and West Forest Drives, Parkview Boulevard, Clay Street and Forest Drive. Churchwell Park is also located within this neighborhood which is an active play park. This area is part of the City's South Side Sandusky Neighborhood Plan that is currently under development. This neighborhood is one of six neighborhoods that was identified in the 2017 Sandusky Neighborhood initiative for areas that needed focus and investment. The city is seeking a design consultant to prepare construction plans, specifications and estimates for the proposed improvements within the project area. These improvements will be a phased approach for design and construction due to budgetary limits. The first phase and primary focus is the Churchwell Park area and the adjoining parcels. Existing city utilities located within the project area consist of the following: 8" combined sewers, 8"-10" sanitary sewers, 2"-6" waterlines, 15" storm sewers and various sized service lines. Existing sanitary and waterline infrastructure is located along the rear lot lines of the parcels in this development. The City will select a professional design firm based on the Statements of Qualification as determined at the City's discretion in accordance with the procedures of Sandusky Codified Ordinance 141. Services will involve the water distribution system design, roadway resurfacing and other related items including surveying, preparing detailed construction plans and specifications, and providing bidding, construction, and closeout support services. The City anticipates authorizing the selected Professional Design Firm to proceed in March 2023. Estimated Total Project Budget: $1,700,000 including design, construction, and inspection. All qualifications shall be considered without regard to race, color, religion, sex, national origin, citizenship, age, mental or physical disabilities, veteran/reserve/national guard or any other similarly protected status. The method of contractor selection has not been determined at this time.
