Hedgepeth Procurement Specialist 1 Email: phedgepeth@ncdoj.gov Phone: 910-926-6025 The purpose of this IFB is to replace the outdated target system installed in the indoor firing range at the North Carolina Justice Academy - West Campus, located in Edneyville, North Carolina. The Indoor Firing Range at the West Campus of The North Carolina Justice Academy serves many Municipal, County, State and Federal law enforcement agencies in Western North Carolina. Currently, more than 20 agencies have firearms instructors qualified to schedule and conduct firearms training for their agency on this range. There is no outdoor range in Henderson County for law enforcement use. Local agencies are dependent upon the indoor range to conduct all training and annual qualification. State agencies who use the indoor range include NCSBI, NCSHP, NCDMV/License and Theft Bureau, NC Wildlife Enforcement Division and North Carolina National Guard. US Probation and US Court Security also use the indoor range for annual qualification and training. Critical courses taught each year by NCJA Instructors include all Forensic Firearms courses, Solo Active Attacker training, Rapid Response to Active Shooter training, Firearms for Female Officers, Firearms Skills Workshop, Decision Making Combat Course Development for Firearms Instructors and other classes to serve officers from all 100 North Carolina counties. The Criminal Justice Education, Training and Standards Commission's, Specialized Firearms Instructor Qualification Class and the two-week Specialized Firearms Instructor Training class are also taught here multiple times each year to train and certify Specialized Firearms Instructors from all 100 counties in North Carolina. The indoor range houses a total of 12 firing lanes, 6 on Range A and 6 on Range B. The two sides are separated by a cinder block wall between them. With the separation, it is possible to conduct two different courses of fire at once with lanes accommodating 6 shooters on each range. The target system currently in use at the range has become worn and outdated. It is not uncommon on an average training day for 6 of the 12 lanes to become inoperable. In a recent Specialized Firearms Qualification Class 5 of the 12 lanes were not useable because they either would not turn or would not travel to the distances required for the specific course of fire. Three of the lanes have been out of service for several months because the parts needed to repair them are $2,000.00 each. They have not been repaired because the request to replace the entire system has been approved and wisdom dictates applying that money to install the new system rather than buy new equipment which will soon be removed and scrapped. It is very common at the end of a training day for instructors who used the range that day to report that 3 or 4 lanes became inoperable while they were using them. It is not uncommon for 50% of the lanes to be out of service when agencies are there to train. We at the North Carolina Justice Academy take pride in our effort to provide top level training to all NCJA customers. The skills taught at the range are critical skills needed by the officers to save lives, either their own or the people who depend upon them for protection. Although we work hard to maintain a range for this purpose, it is difficult to be proud of a system that fails our customers every day they use it. It is critical that a new target system be installed which will function and operate as it should for this important training. The intent of this solicitation is to award an Agency Specific Contract.
