This contract is being funded in whole or in part by the Community Development Block Grant Program (CDBG), provided by the U.S. Department of Housing and Urban Development (HUD) and administered by the City of Trenton's Department of Recreation, Natural Resources and Culture. All federal CDBG requirements will apply. Federal and state labor compliance apply. Funding for this project is provided by Federal grant funds. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 resident and businesses, and related matters. Preparing building needs assessments with estimated construction costs; o Preparing bid specifications; o Reviewing construction bids; o Conducting pre-construction meetings; o Providing construction oversight services, and project management; and o Reviewing applications for payments and change orders Applicants should be experienced in services to renovate public buildings, including the removal of architectural barriers and other ADA compliance; energy conservation measures; renovations to historic buildings. Some assignments may require engineering and/or landscape architecture services. The selected firm(s) will be expected to provide those services in-house or via subcontract within the awarded contract amount. Anticipated Budget: It is anticipated that City may require up to $300,000 worth of professional services under this contract. The selected firm(s) will be required to provide an estimate of fees for each assignment prior to an authorization to proceed. The most advantageous quotes provided will be awarded the scope of work. Any prospective bidder who wishes to challenge a bid/proposal specification/scope of services shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bproposal. Challenges filed after that time shall be considered void and having no impact on the contracting unit or the award of a contract.
