Site work for a civil project in Florham Park, New Jersey. Completed plans call for site work for a water / sewer project.

The Project consists of installation of one new 500kW Natural Gas Fired Generator with a new exterior enclosure and pad, provision and installation of a new exterior enclosure for and the relocation of one existing 200kW Diesel Generator from the existing Water Pollution Control Facility to the Well No. 4 site, demolition of the existing generator at the Well No. 4 site, removal/closure of an existing buried 1,000 gallon diesel storage tank and piping, provision and installation of a new 300 gallon above ground diesel storage tank and piping, reinforced concrete, utility relocation, conduit, wiring, controls, switches, site work and ancillary work. Proposals must be made on and in the same order as the standard proposal forms included with the Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the Clerk of Borough of Florham Park at the Borough Hall address above. Sealed bids must be accompanied by a statement of consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Owner and either a bid bond or a certified check drawn to the order of Borough of Florham Park for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required. Bidders are notified that they must comply with the New Jersey Prevailing Wage Act (Chapter 150 of the Laws of 1963, as amended) (N.J.S.A. 34:11-56.25, et. seq.) and that award will not be made to any bidder whom the Commissioner of Labor and Industry does not certify. The Owner or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. Any Bid Addenda will be on the Borough website and processed in accordance with N.J.S.A. 40A:11-23(c)(2). All interested bidders should check the website from now through bid opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement. Bidders must have at the time of bid, a Business Registration Certificate issued by the New Jersey Department of Treasury. The successful bidder shall be required to comply with all applicable statutory and regulatory requirements, which include but are not limited to the affirmative action requirements of P.L. 1975, c. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. The contract for this project is governed by the provisions of the Local Public Contracts Law, N.J.S.A. 40A: 11-1 et seq. Bidders must also comply with the requirements of P.L. 1977, Chapter 33 amending the Local Public Contracts Law. Bidders must submit a statement in accordance with N.J.S.A. 52:25-24.2 of all owners of the corporation setting forth the names and addresses of all the stockholders in the corporation or members of the partnership who own ten percent (10%) or more of its stock or have a ten percent (10%) or greater interest in the case of partnership. No bid may be withdrawn for sixty (60) days after the opening of bids. A Contract will be awarded to the lowest responsible bidder, or all proposals will be rejected within sixty (60) days after the opening of bids. The Borough of Florham Park reserves the right to delete sections of work from the contract after the award of the bid has been made due to funding or other reasons. The prices bid for various items of work shall not be adjusted due to the deletion of any work and due to the variation of any quantity for the various items scheduled in the Proposal. Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2. Bidders are encouraged to visit the site to review the scope of construction work at the site. The Mayor and Borough Council of the Borough of Florham Park reserve the right to reject any or all bids, to reject unbalanced bids, to waive any informality therein in any bid, and to accept any bid that will be in the best interest of the Borough of Florham Park according to N.J.S.A. 40A:11-1.
