The DeSoto County Board of County Commissioners are seeking Formal Bids for the DeSoto Countys 815 N. Mills Avenue Exterior Repairs and Maintenance as described within the context of this Bid. Contractor shall provide labor, material, and equipment to perform specific repair and maintenance tasks for the following three (3) items in accordance with all applicable codes and standards. Steel column baseplate repair welding and fastener replacement per plans. 815 N Mills Ave, Arcadia, FL 34266 *See repair plans* Roof cleaning, fastener replacement, and new finish coating. Blast per spec, fasteners & grommets, and new galvanization per spec 815 N Mills Ave, Arcadia, FL 34266. Area: 20,900 SQ FT / Height: 16 ft Window and Door commercial grade sealants & optional painting. All openings = 960 LF 815 N Mills Ave, Arcadia, FL 34266 Area: opening sizes vary, visit site prior to bidding Area: 640 LF perimeter x 8' wall = 5,120 SF of painted stucco including openings 1. SUBMITTALS, SHOP DRAWING OTHER REQUIRED DATA: PRIOR TO STARTING WORK, Contractor will gather all data required for submittal purposes for performing the specified repair and maintenance tasks including any available computations, detailed drawings, and specifications. Submittals shall be provided for all materials proposed to be used. The Contractor shall also supply a schedule for construction within ten (10) days of issuance of the Notice to Proceed. All submittals shall be supplied electronically to the County's designated Project Manager. 2. COMMENCEMENT, COMPLETION, WORKDAYS/HOURS AND NOTIFICATION: Upon execution of the Contract and after the Notice to Proceed is issued by the County, the Contractor will begin work within ten (10) calendar days. Submission of submittals, shop drawings and construction schedule shall constitute beginning work. All work shall be substantially complete within SIXTY (60) calendar days from the date of the Notice to Proceed. Final completion shall be EIGHTY (80) calendar days from the date of the Notice to Proceed. The period between Substantial and Final Completion is intended to allow for County inspection and Contractor to rectify any issues observed. All work shall take place Monday through Friday from 7:00am to 5:00pm. No work will be permitted on weekends or on County holidays. The Contractor may claim additional contractor days for County holidays and rain days. In order to qualify for rain days, the Contractor must have an accurate schedule submitted to the County's Project Manager in advance and the rain must impact a critical task item intended to be performed on that day. No paint shall be applied during wet, damp or inclement weather. The Contractor shall notify the County's Project Manager at least two (2) County business days prior to beginning work for initial construction and following any workdays in which the Contractor is not onsite. 3. STANDARDS AND REQUIREMENTS: All work shall be accordance with OSHA requirements and specifications, other technical references cited within the contract documents, and relevant industry standards. All work shall be in accordance with the material and product manufacturer's requirements and recommendations. All welders must be certified in accordance with ASME Section IX code. Contractor to supply evidence of welding certifications as attachment to the Bid Documents and again during construction before welding operations begin. 4. SERVICES TO BE FURNISHED BY CONTRACTOR: Contractor shall furnish all supervision, labor, material, equipment, and scaffold as required to complete the work, except as noted in Paragraph 5. The services to be furnished by Contractor are specifically: Mills Building Repairs: General: 1.1 Mobilization / Demobilization Columns: 2.1 Power tool clean the surfaces of the (8) exterior columns to remove corrosion. 2.2 Commercial Blast Clean (8) exterior columns in accordance Standard SSPC-SP 6 (SSI-Sa2) / NACE NO. 3. 2.3 Weld repairs for 4 of the 8 exterior columns in accordance with the engineered plans. 2.4 Re-finish (8) exterior columns using a process rated for exterior exposure using either a thermal spraying (flame or twin wire arc) or a Urethane Enamel protective coating such as 1 coat of Sherwin Williams Kem Kromic Industrial Primer & 2 coats of Sherwin Williams water based Alkyd Urethane Enamel. Roof: 3.1 Pressure wash exterior rooftop, overhang undersides, and metal walls using anti-fungal, biodegradable to remove all mold and mildew. 3.2 Commercial Blast Clean (20,900 SF) rooftop surface in accordance Standard SSPC-SP 6 (SSI-Sa2) / NACE NO. 3. 3.3 Commercial Blast Clean (2,500 SF) underside of roof surface at front overhangs in accordance Standard SSPC-SP 6 (SSI-Sa2) / NACE NO. 3. 3.4 Replace all existing rooftop fasteners and grommets in kind and correct any damaged flashing or roof penetrations (20,900 SF). 3.5 Re-finish rooftop using protective coating such as a Urethane Enamel, a galvanization coating, or a thermal spraying (flame or twin wire arc) process formulated for exterior exposure. (20,900 SF) Product shall be applied in accordance with manufacturer's specifications which may include an etching primer or rust inhibitive primer. For example, 1 coat of Sherwin Williams Kem Kromic Industrial Primer & 2 coats of Sherwin Williams water-based Alkyd Urethane Enamel spray applied and back rolled into the substrate in accordance with manufacturer's recommendations, or equal. 3.6 Re-finish roof overhang undersides using protective coating such as a Urethane Enamel, a galvanization coating, or a thermal spraying (flame or twin wire arc) process formulated for exterior exposure. (2,500 SF) Product shall be applied in accordance with manufacturer's specifications which may include an etching primer or rust inhibitive primer. For example, 1 coat of Sherwin Williams Kem Kromic Industrial Primer & 2 coats of Sherwin Williams water-based Alkyd Urethane Enamel spray applied and back rolled into the substrate in accordance with manufacturer's recommendations, or equal. Door and Window Sealants: 4.1 Pressure wash exterior masonry walls, doors and windows using anti-fungal, biodegradable to remove all mold and mildew. 4.2 Remove old sealant between walls and aluminum door/window frames and power tool clean frame edges and any broken stucco (960 LF) - Contractor shall repair stucco as required at frame edges or otherwise where chipped or broken in order to achieve prepared surface for sealant and aesthetics. Cost of this work is incidental to this pay item. 4.3 Remove interior water-stained drywall at (1) window location for inspection and sealant application. Replace drywall and finish as required to match. 4.4 Seal / coat all exterior cracks using a compatible commercial grade flexible elastomeric vertical wall patch coating formulated for exterior exposure such as Sherwin Williams' WL70010GS or approved equivalent. 4.5 Paint exterior walls using protective coating formulated for exterior exposure. Provide 1 coat of Sherwin Williams Loxon XP LX11W0051 or approved equivalent over 1 coat of Loxon Conditioner LX03V0100 or approved equivalent. Roller apply to ensure a uniform thickness waterproof barrier in accordance with manufacturer's recommendations and requirements. This item also includes providing two unopened gallons of matching paint to the County. Paint Color shall be selected by DeSoto County. (5,120 SF). 4.6 Apply new exterior grade urethane sealant (Tremco Dymonic 100 urethane sealant or equal) between window / door frames and walls. Sealant shall be class 50 minimum and be rated for exterior exposure / immersion (wet contact) (960 LF). 4.7 Remove and replace (2400 LF) of black window gasket wet seal Tremco Spectrem 2 silicone sealant - black, or equal (glass to metal). 4.8 Remove and replace (400 LF) of clear window gasket wet seal Tremco Spectrem 2 silicone sealant - clear, or equal (glass to glass). 4.9 Remove and replace (240 LF) perimeter cove joint sealant (Tremco Dymonic 100 urethane sealant or equal) over primer specified by manufacturer. 5. COUNTY'S RIGHT TO REMOVE ITEMS FROM SCOPE: DeSoto County may elect to remove any items from the Scope prior to Contract execution to best serve the interests of DeSoto County. Items which may be eliminated from the Scope include, but are not limited to, Items 2.4, 3.6 and 4.5. 6. ADDITION WORK REQUIRED BY THE CONTRACTOR: It is understood that the following services shall be provided by the Contractor. The cost of these items shall be considered incidental and no additional payment will be made for the following: a. Restoration of any damaged sod areas. b. Restoration of any damaged concrete or asphalt areas. c. Offsite disposal of any debris, trash, materials or products removed from the existing facility as needed to accomplish the work or brought by the Contractor and not used in finished product in accordance with all Federal, State and local rules and regulations. d. All paint and others products shall be delivered to the site in the original containers with contents identified by the Manufacturer. e. Portable generator equipment if needed. No power supply will be provided by the County. f. Portable sanitary facilities shall be provided by the Contractor at all times during construction. Access to the interior of the building will not be permitted except during times required by the proposed work. 7. MATERIALS AND SERVICES FURNISED BY THE COUNTY: It is understood that the following services shall be provided by the County without expense to Contractor. a. DeSoto County will supply a hose bib connection onsite for the Contractor's use b. Any Permit or other Governmental fees as may be required for the work. 8. BACK CHARGES AND CLAIMS FOR EXTRAS: No claim for extra services rendered or material furnished will be valid by either party unless a written Change Order has been executed prior the work being performed. 9. GUARANTEE: Contractor will guarantee its workmanship and materials on its work covered in this proposal for a period of one year after completion of its work. Prior to leaving the location, Contractor personnel will perform a walk through with the County's designated Project Manager or his/her representative. In case any defects in Contractors' workmanships or material appear within the one-year period after completion of Contractors' work, Contractor shall promptly make repairs at its own expense upon written notice by the County that such defects have been found. Contractor is not responsible for ordinary wear and tear or for damage resulting from negligent or inappropriate use.
