Site work and new construction of a laboratory facility in Egg Harbor Township, New Jersey. Completed plans call for the construction of a 40,000-square-foot laboratory facility; and for site work for a laboratory facility.

The project is a core and Shell project in that it will provide the building envelope, vertical circulation, public lobby space , structure, major building systems, toilet cores, and associated support spaces but the project does not include the fit-out of office suites. A raised flooring system is to be included as well as all finishes in the "core" spaces such as the entry vestibule, lobby, corridors, toilet rooms, shared conference room. Stairs, and support rooms. The facade is composed of metal panel systems with aluminum framed storefronts and curtain wall window system with integral sunshades. The exterior walls are largely a cold formed metal framing system with a few exterior walls composed with concrete masonry units. The vertical circulation shafts are composed of concrete masonry units. At the rear of the building, there is a loading dock and partially covered loading area. The main entry features an entry canopy and shading structure with a perforated metal panel system. The project also includes incidental site work not completed in Phase 1 Site/Civil package issued in September, including but not limited to full depth paving and curbing at the rear of the building, curbing around the building ,top course paving ,site lighting and landscaping. Each bid when submitted shall be accompanied by a Bid Bond drawn to the order of the Atlantic County Improvement Authority, on the form furnished with the Bid Forms and other Contract Documents, for a sum of ten (10) percent of the total bid amount (said Bid Bond not to exceed $20,000). Each bid shall also be accompanied by such other documents and information as are required by the Bid Documents. Bids shall be on a total lump sum basis for the base contract as listed in the Form of Proposal. Bidders are required to comply with the laws and regulations of the State of New Jersey pertaining to construction projects, including, but not limited to the following: N.J.S.A. 10:5-31 and N.J.A.C. 17:27, "Law Against Discrimination"; N.J.S.A. 52:25- 24.2 "An Act Requiring the Reporting of the Names and Addresses of Shareholders or Partners owning over Ten Percent (10%) of an Enterprise" " N.J.S.A. 34:11-56.25 et seq., "Prevailing Wage Act"; N.J.S.A. 52:32-44 "Business Registration Act"; N.J.S.A. 19:44 A-20.4 et. seq., New Jersey Local Unit "Pay to Play" Law; and all amendments thereof. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to Federal laws and regulations associated with that program. This project is subject to a Project Labor Agreement. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards ,nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. The bidders/offerors must submit documentary evidence of minority and women business enterprises and of Section 3 businesses who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. The provisions of the Federal Government Department of Labor's current wage rate determinations and the New Jersey Prevailing Wage Act are requirements of this project. The higher of the Federal or State Wage Rate and the higher of the Federal or State Fringe Benefit Rate shall prevail. The Atlantic County Improvement Authority reserves the right to reject all bids
