RFSQ for professional architectural and engineering services for small capital projects and emergency capital projects This Request for Supplier Qualifications ("RFSQ") is an invitation by the City of Toronto ("the City") to prospective Respondents to prequalify vendors to provide professional architectural and engineering services for small capital projects and emergency capital projects for the City of Toronto Project Management Office, Corporate Real Estate Management Division. Mandatory Technical Submission requirement please refer to attached NOIP for further details. It is the intent for the City to create a roster with up to four (4) vendors to provide professional architectural and engineering design and consulting services for the above types of small capital projects and emergency capital projects. 1.1.1 Small Capital Projects (a) The Small Capital Projects Team will be using these blanket contracts from the roster list on a rotating basis for all projects with consulting services under $50,000 value, not including contingency and cash allowances. Consulting services over $50,000 value will be subject to a second stage procurement process (outlined in Part 1). Each of these projects will be a one off non-recurring small project. Each project must be completed within 2-3 months upon the approval of the project charter. (b) Approximately 350 projects will be received annually and delivered for the client, Facility Management Office of the City's Corporate Real Estate Management Division. (c) Upon receiving the request for quotation and the general scope of work from the City's Project Manager, the Supplier shall conduct initial site visit to define the final scope of work and submit a quote for their consulting services accordingly, for projects that are under $50,000 value. (d) For projects over $50,000 value, upon receiving the request for quotation and the general scope of work from the City's Project Manager, all suppliers on the roster will participate in a second stage procurement process. The suppliers shall conduct initial site visit to define the final scope of work and submit a quote accordingly. The lowest bidder who meets the project requirements will be awarded the purchase order. (e) The Supplier shall be responsible for: o Detailed site review and investigation o Obtain record drawings from Toronto Building o Schematic and detailed design o Detailed scope of work package for General Contractor o Technical drawings o Construction cost estimates o Construction timelines o Commissioning o Project close-out 1.1.2 Emergency Capital Projects (a) Other project teams in the CREM-Project Management Office will also be using these blanket contracts from the roster list on a rotating basis. Each project will be of construction value not exceeding $250,000, and each project must be completed within 5-6 months. (b) The other project teams will be using these blanket contracts from the roster list on a rotating basis for all projects with consulting services under $50,000 value, not including contingency and cash allowances. Consulting services over $50,000 value will be subject to a second stage procurement process (outlined in Part 1) (c) Upon receiving the request for quotation and the general scope of work from the City's Project Manager, the Supplier shall conduct initial site visit to define the final scope of work and submit a quote for their consulting services accordingly, for projects that are under $50,000 value. (d) For projects over $50,000 value, upon receiving the request for quotation and the general scope of work from the City's Project Manager, all suppliers on the roster will participate in a second stage procurement process. The suppliers shall conduct initial site visit to define the final scope of work and submit a quote accordingly. The lowest bidder who meets the project requirements will be awarded the purchase order.
