Project No. 460-15-201 Steam and Condensate Replacement ACQUISITION INFORMATION: THIS OPPORTUNITY IS A TIERED/CASCADING ORDER OF PRECEDENCE PROCESS. Information on this process may be found in the solicitation under the evaluation process. This procurement is open to small and large businesses and a tiered evaluation process will be utilized as follows: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB). (c) all other small business concerns. (d) other than small business Service-Disabled Veteran-Owned Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, ( CVE ). This acquisition is conducted in accordance with FAR Part 36 & 15, Request for Proposal (RFP). Award will be made based on Best Value Trade-Off selection process. Work to be Performed: Replacement for all steam and condensate piping. For steam piping, this is defined as including all the steam header valves in the Boiler Plant, including all underground distribution piping, up to and including pressure reducing valves in Buildings 1 (2 locations), 6, 10, 13, 15, and 17. For condensate piping, this is defined as including condensate pumps in Buildings 1 (2 locations), 6, 10, 13, 15, and 17, all underground distribution piping, up to and including the condensate receiver tank in Building 7. This project entails the complete removal and replacement of our existing underground steam and condensate distribution piping while maintaining necessary systems for a continuously operational VA Medical Center. The winning contractor shall provide all services as defined to accomplish complete contract in accordance with drawings, specifications.as required at the Wilmington VA Healthcare System, located at 1601 Kirkwood HWY, Wilmington, Delaware 19805. Contractor is to disregard all required construction for: North Leg Piping: New piping between Building ONE and Building FIVE (ST-11 and ST-12) removed from project. See M101 and M102. (NIC) GENERAL CONSTRUCTION: Work includes the following: A. Demolition to include, but not limited to, saw cutting and excavation of ancillary structures, roadways, parking areas, sidewalks, and utilities. B. Site work to include, but not limited to, all grading and prep work for site development, reconfiguration of main roadway, all parking areas, sidewalks, steps, retaining walls, outdoor plaza, utilities, stormwater management, and landscaping while maintaining ADA compliance C. Construction work to include, but not limited to, all general construction, mechanical construction of the new distribution piping SPECIFICS: The contractor will provide pictures before, during and after construction or testing. Pictures shall be documented for date, location, activity. Close out documents shall have all pictures in a binder as well as electronic copy for the VA The contractor is encouraged to submit pre-proposal RFI s. Construction contract RFI s is defined as a Request for Clarification. RFI s shall not be utilized to promote contract changes unless they are defined under differing site conditions as defined by the CO. Work to be scheduled to interfere as little as possible with normal VA operations. Prime Contractor to plan all phasing of work in coordination with Hospital staff to minimize down-time to areas affected by the project No steam shutdowns allowed when ambient air temperatures go below 50 F (degrees Fahrenheit). If a system of steam cannot be shut down for time the contractor requests, the contractor shall provide and install a temporary supplemental utility system as required by the VA. Temporary may be in the form of equipment and/or piping, at the contractor s expense. This source to be compliant with all applicable environmental regulations VAMC Wilmington Notified Fire Alarm System is currently maintained by BFPE. All alterations to the existing fire alarm system are to be completed by BFPE as part of this contract. Construction Waste Management, Specification 01 74 19 is to be included. Prime Contractor to maintain all infection control/ dust prevention measures as required by IFCO. Contractor will get all Permits Necessary to complete the project. Consolidate all necessary submittals by specification section on an excel spreadsheet. Checklist to be utilized to track/ monitor submittal process. To be submitted and approved before mobilization. All field welds (100%) shall be radiographic tested and inspected per ASME B31.1 for HEP Part of the QC plan, the contractor must subcontract a third-party CWI/SCWI with endorsement added to certification of ASME BPVC Section VIII, Div. 1 and Section IX. The CWI shall be present and observe all welding processes that would cover field welds in the steam and condensate piping. (IE HEP) Each weld shall have an inspection report submitted to the COR with a unique identifier per weld and welder The contractor must submit a welding procedure for approval developed per weld type and stamped by a CWI following all requirements of VA specification 33 63 00. All piping that is prefab offsite shall be completed by a shop currently certified with ASME stamp PP, U and S. Contractor shall submit shop certifications to COR for approval. Contractor will require to supply/submit maintenance of traffic plan (MOT) to COR for approval to maintain traffic (vehicle and pedestrian) within the limits of the project for the duration of the construction period, including any temporary suspensions of the work. Construct and maintain detours. Furnish, install, and maintain traffic control and safety devices during construction. Furnish and install work zone pavement markings for maintenance of traffic (MOT) in construction areas. Provide any other special requirements for safe and expeditious movement of traffic specified in the Plans. Do not obstruct or create a hazard to any traffic during the performance of the work and repair any damage to existing pavement open to traffic. Flashing lights as required by the COR to advise of dangers. All disturbed areas of existing landscaping shall be returned to the original condition. The contractor shall warrant that work one year from replacement It is known that some of the facility steam and condensate piping is insulated with asbestos. The amount is unknown. The contractor will need to test and perform asbestos abatement as necessary to complete the job. The contractor shall use a baseline in the proposal of 625 linear feet of removal. Contractor to provide add/deduct unit pricing to the proposal Steam and condensate flow shall be marked for flow direction in all manholes. All work is to shall be in compliance with local, state and federal rules and regulations, and VA technical standards. Compliance is to whichever rule or regulation is the most stringent. VA Master Specifications shall be used as the primary default when no specifications are issued or when a referenced specification is not found in the projects RFP package, locate them in https://www.cfm.va.gov/til/. In addition, if the VA technical library does not address a specific requirement, secondary default specifications for pavement, sidewalk, gutters etc. to be found in DELDOT for requirements. The intent of the default specifications is to furnish concise industrial and/or commercial standards for construction of Government facilities. If the Statement of Work does not address a specification for an element of the work, the default specification shall apply for the element of work as approved by COR. The omittance of a VA specification, does not relieve the contractor to perform required under the base contract. No request for contract modification will be accepted for missing specifications. No loose material from within the LOD shall be permitted at any time get onto sidewalks or roads. Contractor will require to have protection and equipment procedures in place. If an occurrence does happen, contractor to immediately clean up area (within one hour) and bring surroundings back into compliance. Contractor shall perform all testing necessary to define materials compaction requirements to meet specifications. This includes proctor or other testing methods as required. All material stockpiled will be required to be covered and protected from weather elements. Any burden that is displace by use of other materials is to be removed offsite by the contractor to an acceptable location authorized by COR. Any new material brought in for fill is to be part of the contract cost and requires source authorization by the COR. All paving, sidewalk and landscaping repairs upon completion will require a walk-through inspection with COR six month upon substantial completion. If any repair work has settled below the initial horizontal plane, contractor will be required to schedule with the VA repairs and/or replacement within one month of the inspection report For quality control the individual may not carry dual roles in the construction project. The VA shall require a person with QC/QA background that there only role is to validate that the construction meets or exceeds requirements of the contract. This person will generate a final punch list and provide to the COR. Then the COR will schedule review the completed job with contractor, A/E or/and code officials to generate a punch list. The QC inspector shall provide summary to the COR on a weekly basis with inspection sheets and corrections or commented. Prepare and submit asbestos abatement plan to VAMHCS Projects COR. Contract shall retain services of a third-party industrial hygienist to provide air monitoring for all asbestos abatement. Contractor shall submit report weekly to the COR. All soil shall be classified as a type C for OSHA definition requirements. In compliance with OSHA 29 CFR 1926.650 subpart P regulations, excavation training is required for workers and supervisors who work in trenches and excavations. OSHA requires that at least one person be trained as a competent person (CP) for excavation sites. A competent person (CP) shall always reside onsite while open excavation exists. Contractor shall submit prior to construction the qualifications of the CP and worker training records. VA has final approval of the contractor designated CP. No benching shall be allowed. All work shall be completed with excavation boxes or shoring design by the contractors third party professional engineer registered in Delaware. All pavement repaving shall have lines repainted. Eight foot out from replaced area or as approved by the COR. All cut asphalt must be sealed with joint Sealing. ASTM D6690 Type II. All work and material must meet or exceed DELDOT SECTION 1042 JOINT/CRACK SEALANT MATERIAL 2020 standard specifications. The contractor must contact Miss Utility as well as provide a third-party underground utility location service to identify all hazards. The contractor shall ensure that all markings are always visible throughout the construction project. Contractor is required to supply bathroom and hand washing/sanitation station. Contractor shall not utilize or enter any VA owned facilities unless to perform work as part of the contract. Contractor shall request from COR the path of entry that the contractor shall use. The full detailed scope of work and bid deducts are included in the solicitation. The solicitation documents and drawings will be available for download from the website https://beta.sam.gov/ on or about May 18, 2023. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the RFP will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The solicitation will include the scheduled preproposal site visit date, due date for contractor questions and proposal due date. Contractors are to meet in Building 10 Conference Room at The Department of Veterans Affairs, VA Medical Center, 1600 Kirkwood Highway, Wilmington, DE 19807 for the preproposal site visit. Please note that due to the COVID-19 Pandemic contractors may be required to wear a mask while on the campus facility. While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer and sent via electronic mail to the Contracting Officers: michael.white9@va.gov and Maureen.jackson@va.gov by the date specified in the solicitation. No telephonic or fax requests will be honored. In accordance with VAAR 836.204, the magnitude for this procurement is between $5,000,000 and $10,000,000 and NAICS Code 236220 with a small business size standard of $39.5 million. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price with Economic Price Adjustment contract resulting from this solicitation. Award of this contract is subject to the availability of FY23 funds. The maximum time for completion of the project is 270 calendar days after receipt of Notice to Proceed. To be considered for award, all prospective contractors MUST be registered in the System for Award Management (SAM) Database at www.sam.gov , MUST meet OSHA/EPA requirements. SDVOSB Contractors MUST be in compliance with VAAR 819.7003 and MUST meet the CVE SDVOSB verification requirements per www.vetbiz.gov, and For SDVOSB CVE verification guidelines, you may refer to http://vip.vetbiz.gov . Any updates and changes to the information above will be provided in the solicitation once released and subsequent amendments. The solicitation may be canceled, and all offers rejected before award but after solicitation closing date when it is clearly in the best interest of the Government.
