The Massachusetts Bay Transportation Authority (MBTA) is seeking to enter into a task-order based contract for urgent inspection and design services for MBTA infrastructure systemwide with qualified, multi-disciplined engineering firms exhibiting a proven depth of experience and technical expertise in the inspection, design and construction rehabilitation/replacement of commuter rail, freight, light and heavy rail transit, highway, pedestrian and utility bridges; other structures, traction power; signals; track; and other disciplines for a multimodal public transportation agency. The selected consultant(s) will provide the necessary services to manage and coordinate the activities required to complete all tasks assigned under the contract for all phases of the Project, as deemed appropriate by the MBTA. Engineering services are expected to be primarily structurally related. However, additional expertise may be required in other disciplines including but not limited to architecture/building envelopes, civil, communications, electrical, environmental, fire life safety, mechanical, plumbing, signals, traction power, track, or any other discipline needed to address urgent infrastructure needs systemwide. It should be expected that scope of services will include, but not limited to, hands-on field inspection, structural assessment, incident investigation, stakeholder engagement, code review, historical assessment, repair/replacement design, cost estimating, scheduling, permitting, general project management services, and construction phase services. This project will give the MBTA the ability to quickly respond to urgent infrastructure needs systemwide with engineered solutions in order to maintain or restore safe operations. As such, the ability to secure these services and deploy consultant teams with minimal notice for a variety of short-term, time-sensitive situations is essential to the success of this contract. DBE Goal: 20% The MBTA will award up to six (6) contracts. The duration of this contract is three (3) years from the date of Notice to Proceed, with two (2) optional extensions of one (1) year each Proposers are solely responsible for assuring that the MBTA receives their SOQs by the specified delivery date and time at the address listed above. The MBTA shall not be responsible for delays in delivery caused by weather; difficulties experience by couriers or delivery services; misrouting of packages by courier or delivery services; improper, incorrect, or incomplete addressing of deliveries; and other occurrences beyond the control of the MBTA. Proposers should be cognizant of the time required to pass through building security screening. This project is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is 20% of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants and suppliers in all of its contracting opportunities. This is not a Request for Proposal. The MBTA reserves the right to cancel this procurement or to reject any or all Statements of Qualifications. The Method of Contractor Selection has not been Determined at this time
