This Work Will in-clude Portions of the Street Reconstruction and Restorations Above the Water Im-provement Installations. Sewer Infrastructure Im-provements (Funded by Iepa Loan No. L17-5707) Proposed Construction Im-provements Include Replacement of the Sanitary Sewer, Manholes, and Sanitary Sewer Services in the Right-of-way, as Detailed in the Plans and Specifications. This Work Will Include Portions of the Street Reconstruction and Re-storations Above the Sanitary Improvement Installations. Local Streets Infrastructure Improvements (Funded by City of Freeport): Proposed Construction Im-provements Include Storm Sewer and Street Reconstruction, Along With the Remaining Project Improvements as Detailed in the Plans and Specifications. Owner Shall Award to the Lowest Responsive Bidder for All Three Construction Im-provements. The Water and Sewer Components Are Funded by the Iepa. Local Streets Will Be Funded by the City of Freeport. Neither the State of Illinois Nor Any of Its Departments, Agencies, or Employees is or Will Be a Party to This Invitation for Bids or Any Resulting Contract. The Procurement Will Be Subject to Regulations Contained in the Procedures for Issuing Loans From the Public Water Supply Loan Program (35iac Part 662), the Davis-bacon Act (40 Usc 276a Through 276a-5) as Defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 Ilcs 570), Illinois Works Jobs Program Act Apprenticeship Initiative, and the "use of American Iron and Steel" Requirements as Contained in Section 436 of H.r. 3547, the Consolidated Appropriations Act, 2014. This Procurement is Also Subject to the Loan Recipient's Policy Regarding the Increased Use of Disadvantaged Business Enterprises. The Loan Recipient's Policy Requires All Bidders to Undertake Specified Affirmative Efforts at Least Sixteen (16) Days Prior to Bid Opening. All Official Notifications, Addenda, and Other Bidding Documents Will Be Offered Only Through the Designated Website. Neither Owner Nor Engineer Will Be Responsible for Bidding Documents, Including Addenda, if Any, Obtained From Sources Other Than the Designated Website. Bid Security Shall Be Furnished in Accordance With the Instructions to Bidders.
