Site work and paving for a civil project in Freeport, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Site Directions: From Exchange Street o Arcade on Adams Avenue. Water Infrastructure Im-provements (Funded by Iepa Loan No. L17-5676): Proposed Construction Im-provements Include Replacement of Water Main, Valves, Hydrants, and Water Services in the Right-of-way, as De-tailed in the Plans and Specifications. This Work Will in-clude Portions of the Street Reconstruction and Restorations Above the Water Im-provement Installations. Sewer Infrastructure Im-provements (Funded by Iepa Loan No. L17-5707) Proposed Construction Im-provements Include Replacement of the Sanitary Sewer, Manholes, and Sanitary Sewer Services in the Right-of-way, as Detailed in the Plans and Specifications. This Work Will Include Portions of the Street Reconstruction and Re-storations Above the Sanitary Improvement Installations. Local Streets Infrastructure Improvements (Funded by City of Freeport): Proposed Construction Im-provements Include Storm Sewer and Street Reconstruction, Along With the Remaining Project Improvements as Detailed in the Plans and Specifications. Owner Shall Award to the Lowest Responsive Bidder for All Three Construction Im-provements. The Water and Sewer Components Are Funded by the Iepa. Local Streets Will Be Funded by the City of Freeport. Neither the State of Illinois Nor Any of Its Departments, Agencies, or Employees is or Will Be a Party to This Invitation for Bids or Any Resulting Contract. The Procurement Will Be Subject to Regulations Contained in the Procedures for Issuing Loans From the Public Water Supply Loan Program (35iac Part 662), the Davis-bacon Act (40 Usc 276a Through 276a-5) as Defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 Ilcs 570), Illinois Works Jobs Program Act Apprenticeship Initiative, and the "use of American Iron and Steel" Requirements as Contained in Section 436 of H.r. 3547, the Consolidated Appropriations Act, 2014. This Procurement is Also Subject to the Loan Recipient's Policy Regarding the Increased Use of Disadvantaged Business Enterprises. The Loan Recipient's Policy Requires All Bidders to Undertake Specified Affirmative Efforts at Least Sixteen (16) Days Prior to Bid Opening. All Official Notifications, Addenda, and Other Bidding Documents Will Be Offered Only Through the Designated Website. Neither Owner Nor Engineer Will Be Responsible for Bidding Documents, Including Addenda, if Any, Obtained From Sources Other Than the Designated Website. Bid Security Shall Be Furnished in Accordance With the Instructions to Bidders. It is Expected the Successful Bid Contractor Will Have Taken the Time to Investigate and Become Familiar With the Area of Construction Prior to Bidding. Attention is Called to the Fact That Not Less Than the Minimum Salaries and Wages as Set for in the Contract Documents Must Be Paid on This Project, and That the Contractor Must Ensure That Employees and Applicants for Employment Are Not Discriminated Against Because of Their Race, Color, Religion, Sex, or National Origin. The City of Freeport Reserves the Right to Reject Any or All Bids or to Waive Any Informalities in the Biddings. Bids May Be Held by the City of Freeport for a Period Not to Exceed 180 Days From the Date of the Opening of Bids for the Purpose of Reviewing the Bids and Iepa Loan Approval. By Submitting a Bid, Each Bidder Expressly Agrees and Promises That He/she/it Will Comply With All Applicable Ordinances, Statutes and Regulations, Including but Not Limited to, the Equal Employment and Affirmative Action Provisions Pertaining to Public Contracts by Section 2-105 of the Illinois Human Rights Act (Codified as Paragraph 2-105 of Chapter 775 of the Illinois Revised Statutes, as Amended).
