This Request for Proposals ("RFP") is an invitation by the District of Summerland (the "District") to prospective Proponents to submit non-binding Proposals to provide a Hazard, Risk & Vulnerability Assessment ("HRVA") with Climate Change Risk Assessment ("CCRA"), as further described in the RFP, Section 2 - Deliverables. It is expected that the development of the Hazard, Risk & Vulnerability Assessment (HVRA) with Climate Change Risk Assessment (CCRA) will follow the 2020 HRVA toolkit and online HRVA tool as provided by Emergency Management B.C. The scope of this Hazard Risk and Vulnerability Assessment is intended to update and consolidate existing hazard, risk, and vulnerability, assessment information including assessment of those hazards not included in the current HRVA. The HRVA will be a master planning tool to inform the District's risk-based approach to emergency response planning and priority setting and climate adaptation considerations. It will also identify critical District tools and resources to support personal preparedness and community resiliency. The RFP documents set out: The details of the goods or services that the District is seeking; The process for submission, evaluation and award of the Agreement; The proposed terms and conditions of the Agreement; and The forms which outline the information a Proponent should submit in their Proposal. The District of Summerland shall not be held responsible for competitive bid documents that are located on any other website. Procurement documents are available for download at BC Bid by searching for opportunities posted by the District of Summerland. Proposals must be received no later than the RFP Closing Date and Time. It is solely the responsibility of the Proponent to ensure that the Proposal is received on time. Term of Engagement: The successful Proponent should be prepared to commence work shortly after the Agreement is awarded. The District prefers that all work be completed by July 14, 2023. Conditions for Participation and Requirements to Request to Participate: Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process. The Supplier shall provide the District with proof of the following prior to beginning work on this project: A valid Business License. WorkSafe BC Clearance Letter (or equivalent if the Supplier operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing, or the Supplier must provide proof of exempt status in the form of a status determination letter from WorkSafe BC. As the process to obtain a status determination letter may take some time, Proponents are urged to contact WorkSafe BC (or equivalent) immediately if they do not have WorkSafe BC coverage. Commercial General Liability Insurance coverage as per the requirements detailed in Appendix A - Form of Agreement. Automobile Liability Insurance coverage as per the requirements detailed in Appendix A - Form of Agreement. Professional Errors and Omissions Insurance coverage as per the requirements detailed in Appendix A - Form of Agreement. Request for Proposals. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO). The method of contractor selection has not been determined at this time.
