Site work and paving for a road / highway in Benicia, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.

As of April 21,2023 this project has not yet been awarded. Pending Award. A timeline for award has not yet been established. The City of Benicia intends to retain a qualified and committed professional construction management firm for this Project. The successful firm must demonstrate the availability of qualified personnel to perform construction management services as required for the Project. The work shall comply with the requirements of all of the following without limitation, and shall apply to this RFP and any subsequent contract as though incorporated herein by reference: 1. Federal laws 2. State laws 3. Local laws 4. Rules and regulations of governing utility districts 5. Rules and regulations of other authorities with jurisdiction over the procurement of products The Consultant will provide construction management services during pre-construction, construction, and post-construction of the Project. Consultant's resident engineer/structures representative will be actively involved in all construction management tasks. The Consultant will also be required to provide quality assurance materials testing services, quality assurance construction staking, and Stormwater Pollution Prevention Plan (SWPP). In accordance with the California Department of Transportation (Caltrans) Construction Manual, Caltrans Local Assistance Procedures Manual (LAPM), and all applicable Project permit requirements, Consultant will provide a Resident Engineer (RE) registered in California as a Professional Engineer (PE), to perform construction management services, including but not limited to: contract administration, quality assurance, safety monitoring, change order and claims mitigation, document control, labor compliance, progress pay estimates, status of funds, and general oversight during the period of construction. The Consultant will also provide an inspector(s) to observe and monitor the Project to ensure that it is being constructed in accordance with the Project contract documents between the City of Benicia and the Project construction contractor. The following Project Tasks outline some of the key services that the Consultant will be performing to ensure Project compliance with Caltrans and their procedures, federal requirements, and with the contract documents: PROJECT TASKS: A. Task 1: Pre-Construction Services. Consultant will: 1. Perform a Project constructability review; 2. Coordinate, conduct, and attend meeting(s) with utility companies; 3. Coordinate and oversee utility relocations for the project. 4. Coordinate, conduct, and attend public outreach sessions; 5. Coordinate, conduct, and attend the pre-construction conference; 6. Coordinate, conduct, and attend the Project weekly meetings; 7. Support City staff in Project advertisement, as requested. B. Task 2: Construction Services. Consultant will: 1. Assist in administration of contract documents; 2. Conduct quality assurance inspection in accordance with contract documents and in accordance with the Caltrans Construction Manual; 3. Provide materials testing and testing frequencies in accordance with the Caltrans Construction Manual; 4. Provide construction staking in accordance with the methods, procedures and requirements of the Caltrans Survey Manual and Caltrans Staking Information Booklet, if necessary; 5. Monitor Project safety; 6. Coordinate and manage the Project public outreach program; 7. Provide communication and coordination between City, Contractor, Caltrans, , and utility companies; 8. Coordinate with the City design engineer to review the Contractor's submittals and requests for information; 9. Provide documentation and reporting in accordance with the Caltrans Local Assistance Procedures Manual; 10. Maintain a daily inspector's report that records the hours worked by laborers and equipment. The report will include a narrative description of the Contractor's operation and location of work and any other pertinent information. Daily report forms will be in compliance with the Caltrans' Construction Manual; 11. Enforce labor compliance by preparing daily reports with required information, monitoring certified payrolls and doing spot check labor surveys and interviews; 12. Review Project environmental documentation and compliance of the Stormwater Pollution Prevention Plan (SWPP) and the Water Pollution Control Program in accordance with the various Caltrans manuals referenced in Section 13 of the Standard Specifications. Coordinate routine inspections with City staff as needed; 13. Coordinate source inspection as required; 14. Provide review and inspection of Contractor's work for compliance with contract documents on a daily basis; 15. Monitor and document corrective actions taken by the Contractor needed for work deemed non-compliant with the contract documents; 16. Review Contractor's compliance with workplace safety and health standards and notification of non-compliance; 17. Review Contractor's survey layouts; 18. Coordinate and monitor the Contractor's detours, lane closures, and staging plans; 19. Review and manage the Contractor's change orders; 20. Prepare cost estimate for potential contract changes; 21. Monitor force account work; 22. Review and manage insurance claims; 23. Review, manage, and negotiate potential claims/claims; 24. Provide review and analysis of the Contractor's construction project management schedule; 25. Process monthly quantity verifications and the Contractor's pay estimates; and 26. Prepare monthly status reports, including cost/schedule updates, issues, trends, and change orders. C. Task 3: Post-Construction Services. Consultant will: 1. Coordinate and prepare final inspection and punch-list. Monitor and verify completion of punch list items; 2. Prepare Red-Line As-builts; 3. Prepare and make recommendations for final progress payment and acceptance; 4. Prepare final reporting in accordance with the Caltrans Local Assistance Procedure Manual and City requirements; and 5. Provide Project files to the City. Estimated Work Days: 135 DBE Goal (construction contract): 23% Selection Interviews:Tentatively March 8, 2023 Negotiate and agree to final contract terms:March 15, 2023 Award of Agreement:March 23, 2023 Execute agreement:April 4, 2023 Project Agreement Start Date:April 5, 2023
