Sources Sought Region 4 Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) for the Replacement, Repair, Improvement, and Maintenance of Roofing Systems on Federal Facilities of the U.S. General Services Administration in the States of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee Contracting Office Address: General Services Administration, Public Building Service, Acquisition Management Division, Strategic Program Support Branch, 77 Forsyth Street, Atlanta, GA 30303. For this procurement the IDIQ will be for the states of Alabama, Florida, Georgia, Kentucky, Mississippi North Carolina, South Carolina, and Tennessee. Description: THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATIONAL PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal, nor does it represent any commitment by the Government. IT is a market survey for information only. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. This is a sources sought announcement for an Indefinite Delivery/Indefinite Quantity (IDIQ) for the Replacement, Repair, Improvement, and Maintenance of Roofing Systems on Federal Facilities. The primary use of this contract will be for roofing replacement and maintenance projects totaling $2,000.00 to the prospectus threshold for the states of Alabama, Florida, Georgia, Kentucky, Mississippi North Carolina, South Carolina, and Tennessee. This notice is issued to determine interest and capability of potential sources for a potential procurement and is for preliminary planning/market research purposes only. The North American Industrial Classification System (NAICS) code for this potential procurement is 238160 (Roofing Contractors) with a Small Business Size Standard of $19.0 million. The GSA is ONLY seeking response from interested firms that qualify as a U.S. Small Business Administration (SBA) Certified 8(a), SBA Certified HubZone, Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Business (SDB) Women Owned Small Business (WOSB) and/or Small Business (SB) that possess the relevant experience, personnel, and capability to perform the services outlined in this announcement. You must be an approved SBA firm (including Mentor-Protege Joint Venture firms at the time and date for receipt of proposals to be considered as a valid 8(a) and/or HubZone firm. Each contract awarded will contain a guaranteed minimum amount for the base period to be identified in the solicitation. A single task order award could potentially range from $2,000 to Prospectus. Insurance Firms will be expected to provide and maintain, during the entire performance of the contract, the minimum amounts of insurance required for work on a Government Installation, in accordance with FAR Clause 52.228-5. The minimum amounts, as specified in FAR subpart 28.306, are as follows: Workers Compensation and Employer's Liability ($100,000); General Liability ($500,000 per occurrence / $50,000 per occurrence for property damage); Automobile Liability ($200,000 per person / $500,000 per occurrence for bodily injury / $200,000 per occurrence for property damage). Pollution liability insurance will also be required if the project includes the removal, transport, or disposal of hazardous materials. Bonding Requirements Bonding will be handled at the task order level, but each interested firm will need to display the ability to obtain at least $2 million dollars of bonding at the solicitation phase of this procurement. The state of Alabama $2,000,000.00 The state of Florida $2,000,000.00 The state of Georgia $2,000,000.00 The state of Kentucky $2,000,000.00 The state of Mississippi $2,000,000.00 The state of North Carolina $2,000,000.00 The state of South Carolina $2,000,000.00 The state of Tennessee $2,000,000.00 Type of Work Under the contract: Primarily, the IDIQ contracts will be for the procurement of the analysis, supervision, design, labor, materials, and equipment necessary to replace, repair, improve and roof maintenance management of roofs based upon agreed scope of services and location. The contract(s) will cover a wide range of roofing projects over the period of performance utilizing the MATOC contract approach. GSA's existing roofing systems involve a full range of material types and attachment methods, including low-slope and steep slope roofs; clay, concrete, and slate tile systems; metal panel systems; built-up asphalt and coal tar roofs; modified bituminous systems; EPDM, PVC, and TPO single-ply systems; liquid and foam systems; vegetated, ballasted, and protected membrane systems; and fully-adhered and mechanically-attached systems. Major roof repairs and replacements shall be accomplished using design-build strategies based on performance specifications and design intent documents furnished by the Government. Roof maintenance management services shall maintain all designated roofs in a leak-free and weather-proof condition throughout the timeframe stipulated in each task order Type of Contract Multiple year / multiple award, indefinite delivery indefinite quantity contract (IDIQ equivalent - the timing and number of orders to be issued are unknown) contract. The contractor pool will bid on each task order in a competitive environment and the successful offeror will move forward with the work. System for Award Management Registration (www.sam.gov) All contractors doing business now or in the immediate future with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration in the SAM database is www.sam.gov. All contractors interested in obtaining a copy of the anticipated future solicitation must be registered in the Government Point of Entry (GPE) - www.sam.gov. Response to Sources Sought Interested sources are invited to identify their interest and preliminary capability by responding to this sources sought announcement in writing no later than 3:00 PM EST on February 10, 2023.
