A. Introduction; Statement of Purpose The City of Philadelphia (City) acting through its Water Department (PWD or the Department) is seeking proposals, through this Request for Proposal (RFP), from qualified consultants to provide services for the identification, prioritization, planning, conceptual design, design development, preparation of construction documents, and construction phase engineering support for green stormwater infrastructure (GSI) in the urban environment including streets, alleys, parking lots, schools, parks and recreation properties, vacant land, and other locations identified by the Department. This Request for Proposal (RFP) is not for a specific project, but for projects required by the Department after the successful Applicants have been awarded a contract. It is anticipated that several Applicants will be awarded contracts as a result of this RFP. The number of firms awarded contracts will be based upon the needs of the Department. The dollar amount of the contracts will be at the sole discretion of the Department and may range from $1,00,000 to $2,000,000 per year. B. Department Overview Established by Philadelphia Home Rule Charter, the Water Department has the power and duty to operate, maintain, repair and improve the City's water system and the wastewater system. The Water Department, which began water service in 1801, supplies water and wastewater services to the City. Additionally, the Water Department has ten wholesale wastewater service contracts and one wholesale water contract. Building on this tradition of service, the Water Department's commitment for the future includes an active role in creating a legacy of environmental stewardship and protecting our community waterways. The Green Stormwater Infrastructure (GSI) Implementation Unit is responsible for development and growth of an integrated infrastructure resilience program to ensure ongoing regulatory compliance through: Advance the ability of the Department to design and build GSI and Ecological Restoration projects to keep pace with the increasing rates required to maintain compliance. Develop construction documents for GSI and ecological restoration projects, developing resources and standards for GSI and ecological restoration, and providing technical support to Planning and Construction. Restore waterways within Philadelphia through stream restoration, wetland creation/enhancement, riparian asset protection, and stormwater management projects. Pursue opportunities to reduce the lifetime cost of green stormwater infrastructure. Create effective processes for collaboration both internally and externally to facilitate the most complete projects. Recognize our staff as one of our most valuable assets and support their growth and development as civil servants. C. Project Background Accepted by the Pennsylvania Department of Environmental Protection (PADEP) and the U.S. Environmental Protection Agency on June 1, 2011, the City of Philadelphia's Green City, Clean Waters plan is an ambitious plan to address the issue of combined sewer overflows in Philadelphia over the next 25 years through the management of runoff from more than a third of the impervious surfaces in the combined sewer system using GSI techniques. Compliance with the Green City, Clean Waters Plan requires the planning, design, and construction of Department-owned and funded GSI on public lands and right-of-ways. A significant portion of the plan's goals are to be achieved through these Department-led public GSI projects. Department-led public GSI projects are typically installed on public lands and right-of-ways, may include components other than GSI such as additional site features and water and sewer system infrastructure, and are coordinated with multiple partners, stakeholders, or other City agencies. The Department has increasing compliance targets for the annual planning, design, and construction of PWD GSI projects to create Greened Acres (GA's). The current goal of the public GSI program is to complete designs on 240 greened acres annually. The purpose of this RFP is to provide "on-call" professional planning and engineering services to the Department and provide expertise when and where needed. This RFP is not for a specific project, but for planning and engineering services required by the Department at various project sites throughout the City. Projects (or task orders) will be provided to contractors for planning and design on an assignment taskorder basis. For a typical assignment, the GSI Unit will identify study areas or sites for regional planning, concept design, and/or detailed design. For detailed design task orders, one or more sites will be compiled into a project package. The project package will be provided to one or more of the selected firms with a target deadline for completion of the project, the minimum required tasks, and a request for a project approach, schedule to complete the work, and budget. For each assignment, the selected firm(s) shall provide the GSI Unit with a written scope of work and budget for the task order. D. Request for Proposals The Department will only consider proposals from Respondents that have experience planning and designing GSI in the urban environment for the Department and/or other clients on a similar scale and capacity. Respondents must demonstrate that they have provided services including: At least five (5) years of experience providing green stormwater infrastructure planning and design services to other clients on a similar scale and capacity At least three (3) master planning studies that explored stormwater as a major component At least five (5) built GSI projects including at least two (2) built GSI projects in the City of Philadelphia At least three (3) built water main, sewer, or storm sewer infrastructure projects worth a minimum of $2,000,000 each in construction costs This experience can be met either exclusively by the prime firm or cumulatively through a team of firms. Respondents should emphasize whether their experience qualifies them to plan and design GSI on a variety of property types including streets, alleys, parking lots, schools, parks and recreation properties, vacant land, and/or others, and if they have particular experience or strength in designing GSI for a specific type of property.
