The Adams County Board of Supervisors will receive sealed proposals for professional services on their 2021 HOME Rehabilitation/Reconstruction Project. This project consists of two (2) substandard residential units for rehabilitation and three (3) units for manufactured replacement. Proposals for legal services from qualified person (s) or firms. Legal services needed are consultation as required for the implementation of the HOME project in accordance with State of Mississippi and United States Department of Housing and Urban Development (HUD) prescribed rules, regulations, and policies, in addition to State and Federal law. Title opinions are required for all five (5) units. The proposals should be labeled "Legal Services Proposal". Proposals will be accepted from trained Department of Environmental Quality (DEQ) certified asbestos inspectors to inspect all five (5) units. The proposers should be familiar with the HUD/Home Requirements, rules and regulations. The proposals should be labeled "Asbestos Inspection Proposal" and have a valid DEQ certification number recorded on the outside. Proposals will be accepted from trained Land Surveyors licensed in Mississippi to survey three (3) replacement units for this project. The proposers should be familiar with the HUD/Home Requirements, rules and regulations. The proposals should be labeled "Land Surveyor" and include a copy of the Land Surveyor's Mississippi License. Respondents will be evaluated according to the following factors: 1. Experience - 40% 2. Qualifications of Staff - 40% 3. Capacity for Performance- 20% The selection will be based on an evaluation of the written responses. The award will be made to the most qualified offer whose proposal is deemed most advantageous to Adams County, all factors considered.
