The furnishing and delivery of approximately 36,000-lbs. of liquid Ortho Polyphosphate Blend (product) per year. Each delivery will be approximately 9,000 lbs. every three months. Bids must be made on the Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Hackettstown Municipal Utilities Authority. The signed Proposal forms must be delivered to the place and on or before the hour named above. The accepted bidder must sign the Contract within ten (10) days after the Notice of Award. Each bid proposal must be accompanied by a duly executed Non-Collusion Affidavit. The Board of Commissioners reserves the right to select the contract term which in its judgment best serves the public interest and meets the definition of responsive and responsible in N.J.S.A. 40A: 11-1 et. seq. Further, the Board of Commissioners of the Hackettstown Municipal Utilities Authority shall reserve the right to reject any or all bids if in the interest of the Authority it deems it advisable to do so, or to waive insubstantial irregularities in the bid proposal as permitted by law. Bids may be held by the Authority for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and other bid documents prior to the award of the contract. Bidders are required to comply with the requirements of P.L. 1975, C.127 (non-discrimination) and P.L. 1977, C. 33 (public disclosure) and be registered with the State of New Jersey Department of Labor in accordance with N.J.S.A. 34:11-56.48 et seq. Bidders are required to submit with their bid a New Jersey Business Registration Certificate in accordance with N.J.S.A. 52:32-44. (P.L. 2004, c. 57).
