Renovation of a municipal facility in Strasburg, Virginia. Design plans call for the renovation of a 6,440-square-foot municipal facility.

Plans call to renovate an existing, vacant bank and convert it into a police station. As of March 19, 2024, a design team has been selected. The City County voted for this project to move forward on March 18, 2024. A firm timeline for general contractor bidding and construction has not been confirmed. A former solicitation is below, for reference: Last Day for Questions: February 27, 2023 on or before 12:00 p.m. (noon) local time. Questions related to this RFP or requests for clarification shall be directed to the Town Manger for the Town of Strasburg, by email (wcoggsdale@strasburgva.com). Oral questions will not be permitted. All responses to inquiries will be in writing and will be posted as addenda on the Town's website. The property located at 115 West King Street in Strasburg, Virginia, is 0.546 acres with an existing 6,440-squarefoot two story building built in 1955. The Town wishes to renovate the interior of the building to utilize it for delivery of town services. The building was formerly a bank. Services under this project will include complete planning and design services for the renovation/repurpose of 115 West King Street for use by the Town of Strasburg, specifically the proposed new home of the Strasburg Police Department. The services shall include: o Schematic Design Plan - Preparation of a study to update the police space and facility needs and develop a Schematic Design concept for the renovation/repurpose of the building based on budget available. o Includes meeting with staff to develop the needs of the Town and the program for the renovation of the space. o Perform all code reviews. o Prepare study drawings, documents, and other materials to convey scale and intent of renovated designs. o Prepare final Schematic Design concept for review and approval by the Town. The final design shall include preliminary cost estimates. o Design Development Phase - Shall include but is not limited to the following items: o Full architectural and engineering services necessary for development of preliminary and final design documents for renovation/repurpose of 115 West King Street. These improvements are expected to include renovation and reconfiguration of the existing interior of the building to best suit the Town's needs. o Further development of the approved final Schematic Design. o Begin layout and plan for the mechanical, electrical, plumbing, structural, architectural, and site components of the renovation. Plans shall include all required demolition of existing space and address any items that require special attention. o Continue to meet with Town staff throughout the phase to garner input on the design and materials being selected. o Prepare presentation for Town staff at the end of this phase that will explain the renovation project and the design assumptions made. o Prepare final Design Development plans and cost estimate for review and approval by the Town. o Construction Document Phase - Shall include but is not limited to the following: o Preparation of the final design based on the approved Design Development plans. o Preparation of all required specifications, construction details, material lists, and design plans. o Continue to meet with Town staff throughout this phase to garner input on the final design phase components. o Prepare Final Construction Documents, which will include construction plans, specifications, demolition plans and all required bid documents. o Pre-Construction Services - Shall include but is not limited to the following: o Conduct Pre-Bid meeting on behalf of the Town. This meeting shall be mandatory for any perspective bidders, and will include a presentation that will provide the bidders with a general overview of the scope of the project. o Prepare answers to any bid Request for Clarifications and make any required adjustments to the plans as needed. o Following the opening of the bids, provide the Town with an award recommendation based on the bids received. o Construction Administration Services - At the request of the Town, provide selected architectural, engineering, and construction management services during construction (services to be provided by change order to the original contract). In accordance with the following and in compliance with all terms and conditions, unless otherwise noted, the undersigned offers and agrees, if the proposal is accepted, to furnish items or services for which prices are quoted, delivered or furnished to designated points within the time specified. It is understood and agreed that with respect to all terms and conditions accepted by the Town of Strasburg the items or services offered and accompanying attachments shall constitute a contract. Sealed proposals, subject to terms and conditions of this Request for Proposal will be received by the Town of Strasburg, 174 East King Street, Strasburg, VA 22657 until the date/time specified above for furnishing items or services delivered or furnished to specified destinations within the time specified or stipulated by the vendor(s). The Town of Strasburg, Virginia (Town) is soliciting qualified, interested firms to submit sealed proposals for architectural and engineering services for a renovation of a 6,440-square-foot building located at 115 West King Street. Requested services include basic design services, bidding and contract services, construction administration, project inspection services, including periodic progress reviews, review and recommendation of contractor pay requests, review, and recommendation of change order requests, ensuring contact compliance, and other associated services. This solicitation is being issued as a competitive negotiation for professional services, in accordance with Virginia Code 2.2-4302.2 A.4. This contract may be federally-funded. The Town of Strasburg is town located in Shenandoah County, located in the Shenandoah Valley region of Virginia. It encompasses 3.2 square miles serving a population of approximately 7,000. Strasburg is located along Interstate 81 and is only one hour away from Washington DC. The Town has purchased the property located at 115 West King Street in Strasburg, Virginia, which is 0.546 acres with an existing 6,440 -square-foot two story building built in 1955. The Town's goal is to use the property to strengthen the delivery of community services. The Town aims to create a permanent space for town services, with the intention of relocation of the Strasburg Police Department to this location. The cover sheet of this document indicates if there will be a pre-proposal meeting, when it would be and if it is mandatory or optional. Please make sure to arrive on time to the meeting. Site tours will be held as well as discussion of the schedule for the project and further details on the Scope of Work to be performed. Office hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., except Town holidays. Faxed or emailed proposals will not be accepted. Proposals shall be received by the Town Hall no later than the date and time listed on the Cover Page of this RFP. The Town of Strasburg is not responsible for delays in the delivery of the mail by the U.S. Postal Service, private couriers, or the inter-office mail system. The Offeror has the sole responsibility to have the proposal received by the Strasburg Town Manager's Office at the above address and by the above stated time and date. Proposals will not be publicly opened. All documents contained within the proposal submission shall be completed in their entirety and signed and dated where required.
