The Town of Hillsborough owns and operates a public water and sewer system that serves approximately 7,000 residential, commercial, manufacturing, and institutional customers in northern Orange County, North Carolina. The town currently maintains a geographic information system (GIS) that maps the location of water and sewer infrastructure, including waterlines, sewer lines, pumping stations, water storage tanks and appurtenances, their ownership and status. The GIS system is also on occasion uploaded to the town's work order asset management system, UtilityCloud, but an automated connection is desired. The GIS was developed in 2013 and 2014 through surveying and record drawing data. In about 2016, the town began requiring GPS data from contractors on development projects for insertion into the GIS. This data is field quality checked through surveying for accuracy on a prorated basis. The town is determining a path forward for how to ensure quality information from contractors. The town is soliciting proposals for an on-call contract to provide updates and maintenance to the town's GIS system, which is implemented through an enterprise licensing structure. The Utilities Department currently utilizes ArcGIS Online and ArcMap desktop versions for its work. The department has not yet fully integrated into ArcGIS Pro but has it available and recognizes it will be forced to do so in the coming years. Questions Due Date: January 31, 2023 The town's minority, women and small business enterprise policy is not a set-aside program as it relates to construction contracting. It is a voluntary goal. Competitive bidding is required for all contractors, subcontractors, suppliers, and distributors. The policy encourages contractors to actively and aggressively seek participation from minority, women and small business enterprises. The town's policy is committed to support the economic development of small business enterprises and the minority community. Further, the program's intent is to widen opportunities for participation, increase competition, and ensure the proper diligent use of public funds.
