Job No. C-96-005-23, IL 100/106 (Florence Bridge) over the Illinois River, Phase III Project, Scott and Pike Counties, Region Four/District Six. As of June 12, 2024, this project is nearing final design. General contractor bidding will take place in Spring 2025. Phase 3 will handle construction. This project may contain Federal Funds. This project requires 25% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on May 9, 2023, at 1:30 PM at the Region Four/District Six Office in Springfield. Phase III engineering services required for the construction of the Florence Bridge over the Illinois River on IL 100 / IL 106 in Scott and Pike Counties. Work involved includes the construction of a new bridge crossing the Illinois River on a new alignment. In addition to bridge construction, other work items involved include tree removal, earthwork, HMA and concrete pavement, drainage structures, lighting, and other miscellaneous items. The following structures are included in this project: o S.N. 086-0506 (Proposed): IL 100/106 over the Illinois River (Ex S.N. 086-0001) o S.N. 075-2507 (Proposed): IL 100/106 over Little Blue Creek (Ex S.N. 075-2007) o S.N. 086-7027: IL 100/106 culvert extension The Consultant will perform construction inspection, supervision, engineering layout, on-site inspection, maintenance of records and documentation, on-site material testing, and/or quality assurance testing for the above subject improvement. The department will provide a Resident Engineer to direct the Contractor and to complete pay estimates and change orders. The Resident Engineer will direct/coordinate the activities of the Consultant staff provided to supplement the department's staff. The Consultant's work force shall be adequate to allow completion of these projects in a timely manner and in accordance with the department's Standard Specifications for Road and Bridge Construction. The Consultant will provide tools of the trade. The Consultant's work includes, but is not limited to, providing staff, vehicles, and appropriate test equipment necessary to complete this project. The Consultant will be required to perform the duties listed above as well as any other duties directed by the IDOT Resident Engineer. The Consultant will be required to furnish a laptop computer and/or tablet with cellular capabilities equal to the latest type used by Region Four/District Six. The laptop computer and/or tablet will be used for the documentation requirements in Illinois Department of Transportation's Construction and Materials Management System (CMMS) as well accessing electronic files used for documenting construction activities. The laptop computer and/or tablet should have the capability to open and manipulate files formatted in Microsoft Excel, Microsoft Word, and Adobe Acrobat. The anticipated construction completion date is December 1, 2027. The Consultant must complete and submit final measurements, calculations, and final contract records documents to the department no later than six (6) weeks after the completion of the project. The Prime firm must be prequalified in the Special Services (Construction Inspection) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
