To attend in person, interested parties should check in at the Information Desk in Building A to be escorted to this meeting. This project consists of the removal, disposal, furnishing, surveying, installation and restoration of street crossing drainage pipes located in the City of Palm Bay's Port Malabar Unit 44. The project shall include all incidentals required to complete the project such as utility coordination, relocations, material furnishings, erosion control, dewatering, maintenance of traffic, surveying, removal and disposal of old headwalls/culverts/etc., installations new culverts, testing and restoration work associated with the installation of the culverts identified in the attached design plans including paving, striping and sodding with matching site sod. All Maintenance of Traffic (MOT) costs required shall be included in the bid as part of the project construction cost. Where detour operations are planned (traffic/pedestrians), the contractor shall furnish plans to the City at least two weeks prior to implementation to allow adequate review and approval time. The contractor shall also be responsible for providing MOT notification for his work area at a minimum of 72 hours prior to starting any work. The required form will be provided. The contractor shall also provide notification to the homeowners of the work area via door hangers. Please see MOT note 4 on page 3 of the construction plans. VMS shall be required on all collector and arterial roadways 7 days prior to construction in all applicable direction of traffic heading to the pipe crossing. A pre-construction video shall be performed by the contractor to document existing conditions of each location prior to start of project mobilization and shall be used for dispute resolution of any existing damage. Two copies shall be provided to the City for retention. Pipe installations shall be handled in accordance with manufacturers' specification and recommendations, City of Palm Bay Public Works Manual, and the 2023 Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction Division II and III documents, links to which have been provided herein. The most stringent requirements shall govern if there are conflicting specification therein. Pipe inverts are to be field verified prior to placement of base material but not sooner than backfill being placed and compacted up to at least one-half the height of the pipe. All field verification shall be done in the presence of a Public Works Engineering Inspector and emailed to the Public Works Project Manager immediately following the field verification. Field verification is for informational purposes only and does not substitute the need for final as-built verification by a professional licensed surveyor. Please refer to the FDOT 2022 spec. Book 430 section 4 for acceptable tolerance and resolution. All pipes noted to have a concrete armor shall be Class IV in addition to the concrete armor. The contractor shall be responsible for any pot-hole digging to verify utility depths and separation distance to the replacement stormwater pipes. The contractor shall also be responsible for coordination with all utility owners for all relocations and adjustments as may be needed and get utility locates prior to construction and provide those locate tickets and coordination to the City inspector and project manager. Project schedule shall be updated monthly and be sent to the Project Manager. These will be discussed as needed at the regularly scheduled meeting. Additional weekly schedule updates shall be discussed and shared with the assigned City Inspectors at the start of each work week for coordination. Multiple locations can be worked on simultaneously with additional crews; however, once started, construction at each location shall continue uninterrupted until substantial completion for that location. Care shall be taken to ensure MOT does not conflict when working on two or more locations simultaneously. Dewatering, demolition, disposal and restoration shall be included for all location in the design plan. The contractor shall have on staff an FDEP certified stormwater management inspector that shall monitor the construction's erosion control from start to finish of each site. Sites shall be restored as soon as possible with final pavement and like sod, and erosion control issues shall be resolved as soon as they arise. The contractor shall ensure that during construction temporary drainage bypass facilities are provided to ensure run off is routed to the outfall and not impact the property owner's property or roadways. The sod at each property shall match existing. The site shall be the responsibility of the contractor to maintain till complete and the restoration has occurred. This pre-bid meeting will allow the bidder the opportunity to bring forward any questions concerning this bid. This meeting can also be attended virtually. Bids will be received for the project as set forth on the Bid Form, and the award, if made, will be made to the lowest responsible and responsive Bidder whose qualifications indicate the award will be in the best interest of the City of Palm Bay. Bids shall be: 1. Submitted on standard forms which will be furnished with the specifications. 2. Accompanied by a certified or cashier's check (drawn in favor of the City of Palm Bay, Florida) or by a Bid Bond in the amount of five percent (5%) of the total Bid. 3. Irrevocable after the time and date for the opening of Bids and for a period of ninety (90) days thereafter. 4. Submitted in sealed envelopes marked: CULVERT PIPE REPLACEMENT - UNIT 44 BID #24-0-2023/NC In addition, the Bidder's name, address and Florida Contractor's License Number shall be shown on the outside of the sealed envelope. If submitted by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation "SEALED BID ENVELOPE ENCLOSED" on the face thereof. The City of Palm Bay reserves the right to waive technicalities, irregularities or formalities; to reject any or all Bids; to accept that Bid which is in the best interest of the City of Palm Bay; and nothing contained herein shall place a duty upon the OWNER to reject any BID or award a contract based upon anything other than the OWNER's sole discretion as described herein. Bidders must comply with the President's Executive Orders Nos. 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex or national origin. Bidders must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin. Bidders shall not contact any City staff member concerning this solicitation except the Procurement Staff Member listed on page 1 of this solicitation.
