Renovation and addition to a municipal facility in Kingston, Ontario. Completed plans call for the addition of a 500-square-foot, two-story above grade municipal facility; and for the renovation of a municipal facility.
This Request for Proposals (the RFP) is an invitation by the City of Kingston (the City) to prospective proponents to submit proposals for Kingston Native Centre & Language Nest - Renovation & Addition to 610 Montreal Street, as further described in Part 2 of the RFP Particulars (the Deliverables). The work includes the partial demolition, renovation and a 44.8 m2 - 2 storey addition to a 2 storey (132.2 m2) heritage stone building - originally built as a public school. The renovations & addition shall accommodate the programming and administration needs of KNCLN. The work includes replacement/repair of heritage windows, stone repointing, mechanical & electrical systems upgrades, installation of a LULA lift, extensive site works, soils remediation, and a PV solar system. The project site will be available to commence construction on March 3, 2025 The construction duration is estimated at fourteen (14) months. Deadline for Questions: January 9, 2025 4:00 p.m. .1 Demonstrate scheduled operation and maintenance of building envelope, systems, and equipment to Owner's personnel two (2) weeks prior to date of final inspection. .2 Owner will provide list of personnel to receive instructions, and will coordinate their attendance at agreed-upon times. 1 Regulatory Requirements: .1 Lumber Grades: Provide lumber products that are all sides finished (S4S) in nominal dimensions required for the project; grade-marked by accredited agencies of the Canadian Lumber Standards Accreditation Board and that conform to National Grading Rules published by the NLGA. .1 Grading: Machine Grading, Visual Grading, or Both .2 Moisture Content: Air Dry, 19% or less .3 Structural Design Properties: Strength and related properties in accordance with CSA O86 .4 Sizes: Nominal dressed dimensions described in CSA O141 for surfaced dry conditions and wood species. .2 Panel Grades: Provide panel products that are grade-marked by agencies recognized by CSA O325 and National Institute of Standards and Technology, Voluntary Product Standard PS 2 04 Performance Standard for Wood-Based Structural-Use Panels as modified by other listed CSA panel standards. .1 Regulatory Requirements .1 Regulatory Standards: Manufacture glued-laminated timber and sawn timber in certified plant meeting requirements of CSA O177 , or proprietary Products in plant certified by certification agency accredited by the Standards Council of Canada; and using products bearing accredited stamp noting the manufacturer's name and certificate number, grade, and Canadian Construction Materials Centre (CCMC) report number (if applicable) and quality control agency. .1 Regulatory Requirements: .1 Flame-spread rating: Maximum 25. .2 Smoke developed classification: Maximum 50. The Kingston Native Centre + Language Nest (KNCLN) currently occupies a two-storey heritage building Listed on the Canadian Register and located on a corner site at 610 Montreal Street, Kingston, ON. An existing utilitarian addition appended to the west facade contains an accessible entrance, an exit stair, and utility spaces. The existing 206m2 (2,217 ft 2 ) limestone heritage structure will be fully renovated and rehabilitated to better accommodate KILN's interior programming including, but not limited to a LULA Lift; an exit stair; utility spaces, and interior programming. The existing 33m2 addition will be demolished and a new 75m2 (807 ft 2 ) addition will be constructed to provide an accessible entrance and some interior functional programming. The 2,048m2 (22,036 ft 2 ) site will be completely re-designed for improved accessibility and to provide a reconfigured parking layout; a sacred fire circle with shade structure; in-ground garden areas; a children's area; and outdoor storage. Sustainability will be a key focus, with 80% net-zero energy as the desired performance target. Design strategies to achieve this goal include: o Introduction of PV panels to capture solar energy. o Rehabilitation of existing heritage windows. o Addition of interior PassiveHouse rated high-performance tilt+turn sull sashes (interior storm windows). o Introduction of insulation to heritage mass masonry walls and roof. o Use of high-performance windows in addition. o Elimination of natural gas as energy source. - General 1.1. Remediate soils 1.2. Demolish existing unit masonry addition on west side of stone building. 1.3. Perform selective demolition to interior of stone building. 1.4. Perform exterior re-pointing of stonework 1.5. Construct two (2) storey addition 1.6. Perform interior structural remedial works in stone building 1.7. Replace/repair heritage windows 1.8. Perform interior fit-up of addition and stone building 1.9. Perform site utilities works o storm sewers, electrical service modifications 1.10. Perform siteworks o grading, paving, landscaping, fencing, lighting, storage shed, arbor 1.11. Supply and installation of PV solar system o The project site will be available to commence construction on March 3, 2025 o The construction duration is estimated at fourteen (14) months. o The Proponent shall provide a construction schedule based on the scope of work in Appendix D through F inclusive, with construction starting on the building hand over date above. It is preferred that construction be complete within fourteen (14) months of building hand over. o The Work is subject to a minimum two-year warranty period - materials and labour. Warranty period to commence upon Substantial Performance of the Work.
