The work includes, but is not limited to, the removal of existing paving, the excavation of granular surfaces, granular reloading and the placement of one (1) layer of bituminous mix, as well as the adjustment of existing accessories. The Municipality does not undertake to accept either the lowest bid or any of the bids received, and it declines all responsibility with regard to one or other of the Bidders in the event of rejection of all the bids. The contract is awarded by decision of the Council of the Municipality, at its sole discretion, and the Municipality cannot be bound in any way other than by a resolution of its Council. Tenderers with an establishment in Quebec or in a territory covered by an intergovernmental agreement on the liberalization of markets applicable to the Municipality within the framework of this call for tenders, i.e. the Accord Québec- Ontario (ACCQO), the Intergovernmental Agreement on Public Procurement between the Government of Quebec and the Government of the State of New York (AQNY) and the Canadian Free Trade Agreement (CFTA). A tender guarantee of 10% of the submitted price must accompany the tender. This call for tenders, the awarding of the contract and the performance of the work are conditional on obtaining ministerial authorization (CA) and the financing available through the gas tax program and the contribution of the Quebec (TECQ 2019-2023).
