A master plan has been developed and the parties are ready to move forward with further evaluations on the potential project. The Bluefield WV EDA (BEDA) is taking the lead in procurement process on behalf of the
partners and is in the process of obtaining qualifications from consulting architectural and engineering firms interested in providing advice and services for the potential development. The
consultant will work closely with the partners, Region I Planning & Development Council, and other professionals on the project team. Professional services for the activity funded include but not limited to the following; (1) Review of the existing documents, agreements, and planning documents and perform an Environmental Review and submit permit applications that would be necessary to move the project forward; (2) Development of a Preliminary Engineering Report if required; (3) Develop a project budget and identifying potential funding sources; (4) Construction
design in accordance with all State, Federal and Local regulations that pertain to the proposed project; (5) Preparation of bidding and contracting documents; (6) Participation in the evaluation of
bids received and (7) Monitor and inspect construction activities to insure compliance with plans and specifications. (8) Preparation and delivery of final "As Built" data in GIS format (shapefile,
geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata. Procurement of said services shall be in accordance with
24 CFR Part 85 and West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and
staffing capabilities and related prior experience. The object of the competitive process is to
objectively select the firm who will provide the highest quality of service. Accordingly technical
qualifications and experience will be weighed heavily. Selected respondents will be interviewed and the firm ranked most qualified will be selected to enter into fee negotiations. The interview
committee will be comprised of two appointees of each partnering entity Attention is directed to the fact that the proposed project may be undertaken through
funding sources including but not limited to the WVEDA, US EDA, HUD/Small Cities Block
Grant, Appalachian Regional Commission Grant Program, and the West Virginia Infrastructure and
Jobs Development Council and other sources as available. Any questions about the project should
