The City of Buckeye ("City") is issuing this Request for Proposal ("RFP") to qualified consulting firms ("Consultant(s)") with demonstrated experience interested in providing professional services to assist the City in development impact fee, land use assumptions and infrastructure improvement plans. The City is seeking Consultant(s) to update the plan for the following infrastructure categories: Fire, Library, Parks & Recreation, Police, Streets, Water, and Wastewater and to review whether other necessary public services should be added to the plan. The awarded consulting firm(s) will update the land use assumptions, infrastructure improvements plan (IIP) and development fees in compliance with laws, regulations, and generally accepted engineering and planning services The intent of the city is to select one or more Consultants whose proposals are determined to be the most advantageous to the city based on the evaluation factors set forth in this RFP. The successful Consultants will have demonstrated exceptional qualifications. The City will conduct a prequalification screening of all submitted proposals by a designated selection team. The prequalification screening process will identify those firms who, in the City's sole discretion, best meet the City's needs. Section 4 details the Criteria used for evaluations of submittals. The City reserves the right to reject any or all submissions. After a ranking of submittals, the City will offer the highest ranked firms a thirty (30) day negotiation period. If there is an impasse in the negotiations, or the City negotiators determine that contracts cannot be achieved, the City reserves the right to go to the next highest ranked firm. This process may continue through those firms on the final list until a contract or multiple contracts are successfully negotiated. The City reserves the right to reject all proposals at any time, or to cease negotiations over a contract at any time.
