Job Location VARIOUS CITY OF LIVONIA LOCATIONS Question Acceptance Deadline 02/24/2023 02:00 PM EST Questions are submitted online No The City of Livonia (CITY or OWNER) is requesting proposals for the following Project: PHASE 1 SCADA SYSTEM DESIGN-BUILD SERVICES. The CITY seeks proposals to design, implement, and maintain a new Supervisory Control and Data Acquisition (SCADA) system to monitor thirteen (13) field structures throughout the CITY's water and wastewater systems. There is no existing SCADA system to monitor or control any field structures for the CITY's water or wastewater systems. This contract is for phase one of a three phase project. Proposers are to submit any questions by 2:00 pm on Friday, February 24, 2023, in writing to the attention of Enna A. Bachelor, Purchasing Manager at ebachelor@livonia.gov. No phone calls will be accepted. Each proposer agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any proposal. Each proposal shall be submitted on the proposal forms provided and shall be accompanied by a cashier's check or bid bond, executed by the proposer and Surety Company, payable to the City of Livonia in the amount of five percent (5%) of the accompanying proposal. Bid Proposal Guarantee shall provide assurance that the proposer will, upon acceptance of the proposal, execute the necessary Contract with the City of Livonia. All proposals shall be opened publicly. The name of each proposer will be read aloud to confirm receipt of proposal, but the contents of the Proposal package will be confidential. Proposals shall be in accordance with the requirements of this notice in order to be deemed "responsive." No proposal may be withdrawn after scheduled closing time for receiving proposals for at least one hundred twenty (120) calendar days. The right to accept any proposal, to reject any or all proposals and to waive irregularities in the proposal process is reserved by the City of Livonia. Portions of this Contract may be deleted due to unforeseen circumstances without compensation. Acceptance of any proposal does not constitute a binding agreement until a written Contract is signed by both parties. The successful proposer will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds. Proposals will not be considered from firms not in attendance virtually or in-person at the mandatory pre-proposal meeting.
