Newman Lake Flood Control Zone District Water Quality Improvement Project RFQ NO. P13312 Spokane County Requests. PURPOSE: The purpose of this Request for Qualifications (RFQ) is to acquire qualifications from a consultant with expertise in engineering consulting services to complete a detailed analysis of Newman Lake to determine the most effective approach to improve Newman Lake water quality, specifically reducing the prevalence of algae blooms, including harmful algae blooms. THE BOARD hereby notifies all bidders that no person or organization shall be discriminated against on the basis of race, religion, color, age, sex, sexual orientation or national origin in consideration for an award issued pursuant to this advertisement. Additionally, minority and women owned business enterprises are encouraged to submit bids in response to this invitation. QUESTIONS regarding the bid process shall be submitted via website. Spokane County Purchasing will respond to questions via website, thus providing all questions and answers to all prospective bidders.
