Site work and paving for a civil project in Bellingham, Washington. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The scope of work for this project consists of furnishing all labor, materials, and equipment necessary for the project identified above including the following major work items: Civil: Excavation, backfill, paving, electrical, and communication elements, Soil and Materials Management: HAZWOPER certification required. Electrical Perform work on an over water wharf. Each bid must be accompanied by a cashier's check, money order, or an original signed and stamped surety bid bond in an amount not less than five percent (5%) of the total bid, made payable to the Port of Bellingham. Any and all questions related to this project must be submitted via email prior to 5:00 PM, local time, on Wednesday, February 22, 2023. No questions will be accepted after that time. The Port of Bellingham reserves the right to reject any or all bids and to waive any irregularities or informalities. To register your company on the Plan Holders list, please contact Brian Wilson, Contracts Administrator by email at brianw@portofbellingham.com. All bids submitted shall be considered as valid offers for a period of forty-five (45) days from the date of the bid opening during which time the Port of Bellingham will make the award or return all bids. A. Portions of the site where the work will occur are within a Model Toxics Control Act (MTCA) site managed by the Port of Bellingham (Port, Owner) and the Washington State Department of Ecology (Ecology). B. The site has legacy contamination from past industrial activities. The contamination has been investigated and characterized as part of prior work under an Agreed Order and is pending further evaluation for final site cleanup. C. The work in this Contract does not constitute a cleanup action. D. Contaminants of concern in soil and groundwater near portions of the Work include mercury and caustics. E. Contractor shall complete the necessary work in a safe manner and shall be fully responsible for the safety of its workers, all other authorized personnel onsite, and the public for all aspects of the work, whether onsite or offsite. Offsite safety shall be considered for demobilizing equipment, materials, supplies, etc. from the site in addition to the haul, transport, and disposal or otherwise conveyance of impacted or potentially impacted soil, debris, and waters only with prior Owner approval. 1. Temporary Provisions: Provide all necessary labor, equipment, supplies, services, and materials to: a. Manage stormwater during the work in accordance with the Port's Industrial Stormwater General Permit (ISGP), the Port's Waste Discharge Permit (WDP), and all other local, state, and federal regulations. See Permits for further detail. b. Ensure Owner-approved operations continue uninterrupted. c. Assist the Port and/or its authorized agent(s) to collect soil and/or water samples from onsite-generated soil and/or water managed during the work.
