The Town of Collierville requests Letters of Interest from professional consultant engineering firms toprovideservices related to construction of PIN 132968.00; Byhalia Road Coordinated Signal System. Thisproject will interconnect the existing signals along Byhalia Road from Poplar Avenue southward to ShelbyDrive the east to Sycamore Road. The project involves connecting to the existing fiber optic cable onPoplar Avenue and extending a distribution fiber optic cable south along the route described above. ADAimprovements at the intersections is also included.Services will include preparation of all necessarydocuments in order to obtain NEPA Approval and Notice to Proceed from the Tennessee Department ofTransportation (TDOT) for Design, Right of Way and Construction. Services will also include constructionadministration and construction and engineering inspection (CEI). Funding is provided byCongestionMitigation and Air Quality (CMAQ) Program and the Town of Collierville.The project shall be accomplishedin accordance with TDOT Local Programs guidelines. The professional consultant engineering firm mustbe on TDOT's pre-approved list or have a completed pre-qualification form filed with TDOT by the deadlinefor the Letters of Interest (LOI). The pre-qualified firm must have unlimited statuswith TDOT. The Town of Collierville, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of aprofessionalengineering firm to provideservices related to construction ofPIN 132968.00; Byhalia RoadCoordinated Signal System. The pre-qualified firm must have unlimited statuswith TDOT.Responsibilities of the professionalengineeringfirm includebut are not limited to:preparation of all necessarydocuments in order to obtain NEPA Approval and a Notice to Proceed from the Tennessee Department ofTransportation (TDOT) for the following phases: Design, Right of Way (ROW), Construction.ConstructionEngineering Inspection (CEI) is also included. Contractually, the Town must receive a Notice to Proceed toconstruction from TDOT by January 2026and project closeout by January 2028. The Town is not responsible fordelays occasioned by the U.S. Postal Service or any other means of delivery employed by the proposer.Similarly, the Town is not responsible for, and will not open, any LOIthat are received later than the date andtime stated above.The letter of interest and qualifications shall indicate the scope of services to be completedby any sub-consultants.The consultant selected forthisproject will enter into a Professional Services Agreementwith the Town of Collierville that will be lump sumand paid through monthly progress payments. The consultant evaluation committeeholds the ability to conduct interviews based on scoring as Phase IIIEvaluation.
