The City of Starkville will be accepting proposals in accordance with MISS. CODE ANN. 31-7-13(R), from qualified Service Providers to provide commercial solid waste collection and transportation to a designated transfer station or landfill. Award of a contract for this project is subject to the availability of funding and the approval of the Mayor and Board of Aldermen. It is the City's intent to evaluate the proposals based on technical merit, experience, and price and to choose the Service Provider whose pr oposal provides the best value to the City. The City reserves the right to waive any irregularities, reject any and/or all proposals, in whole or in part, when, in the City's opinion, such rejection is in the best interests of the City. The City will perform an initial review of the technical proposals submitted by each Service Provider for qualifications. The City will open and review only the cost proposals of those Service Providers determined to be technically qualified. All documents shall be submitted in a sealed envelope or box marked "RFP for Commercial Solid Waste Collection Services". The original and copies of the unredacted and redacted proposals. No bid shall be withdrawn after the scheduled date and time of the beginning of the bidding event without the written consent of the City of Starkville. Within the limitations of Mississippi State Purchasing Law, the City of Starkville reserves the right to reject any or all bids received, to waive any informalities or irregularities in the bids received, or to accept any bid which is deemed most favorable to the City of Starkville.
