Demolition, site work and renovation of a fire / police facility in Roy, Utah. Completed plans call for the demolition of a fire / police facility; for the renovation of a fire / police facility; and for site work for a fire / police facility.

The city has made every effort to include enough information in this RFP for a design build services to prepare a responsive proposal. Respondents are encouraged to submit the most comprehensive and competitive proposal possible. The City reserves the right to retain all proposals submitted and to use any ideas in a proposal, unless protected by copyright, regardless of whether the proposal is selected. Submission of a proposal indicates acceptance by the respondent of the conditions contained in the RFP, unless clearly and specifically noted in the proposal submitted, and confirmed in the contract between the City of Roy and the design build services selected. The City reserves the right to reject any and all proposals, cancel all or part of this RFP, waive any minor irregularities and request additional information from respondents. The City will not reimburse the respondents to this RFP for any expenses incurred in preparing the proposals, or for the attendance at any meetings related to the proposal process. This RFP does not obligate the City to accept or contract for any services. Submit names of representatives and questions February 15, 2023 Response to questions February 22, 2023 The City will respond individually to contractors seeking additional information about the proposal process and the RFP. Any contractor requiring additional information shall provide the names of the representatives and all inquiries in writing to the Fire Department by 4:30 p.m. on February 15, 2023. Questions can be delivered to the Fire Chief at cgolden@royutah.org or Deputy Chief at mike.king@royutah.org The intent of this RFP is to select one design build service to demo and renovate existing bathroom and shower at the Main Fire Station 31 5051 South 1900 West. Proposals are due in the Fire Department no later than March 01, 2023, at 4:00 p.m. It is the responsibility of the respondent to ensure that the proposal arrives on time and at the right location. Late proposals will not be considered. A. Proposals shall be prepared simply and economically, providing a straightforward concise description of respondent's capabilities to satisfy the requirements of the request. Special bindings, colored displays, promotional materials, etc. are not required. Emphasis should be placed on completeness and clarity of content. Bidders shall provide a detailed description of all work to be completed including Plans, Specifications, Standard Features, Equipment and Warranties. The following specifications are intended to be a brief guide to the general requirements, materials, proposed project, and are offered primarily for bidding purposes. The project focuses on demo and renovations to existing bathrooms, shower, on the main floor living quarters. The station was built in 1982 and has limited bathroom and shower facilities. Due to Plumbing of drains and water being connected to other areas they will have to be coordinated downtime outages to support the personnel still living in these areas. To minimize the down time these outages will be scheduled ahead of time with the Fire Department administration. Demo existing walls, doors, plumbing, HVAC, electrical fixtures as needed to remodel and construct (2) bathroom stalls including (2) Toilets and (2) Urinals, (3) showers and (3) Sinks vanity (custom built) Remove all wall coverings down to the studs and replace with new. Install all rough and finish drainage, venting in schedule 40 PVC. All penetrations in concrete and walls shall be fire caulked per code. Install drywall, prime and paint two coats on all walls. Tile or wall coverings on walls where appropriate. Install solid core composite doors with new hardware and trim. Apply primer and two coats of paint. Remove existing ceiling as needed and replace ceiling to match as close as possible to existing. Remove existing flooring and replace flooring. Install rough and finish electrical to meet code, install new light fixtures which shall be switched LED fixtures. Install bathroom ventilation to existing duct system operated by switches in space. Total plumbing replacement to include piping and fixtures. Provide and install toilet paper dispensers, trash receptacle and soap dispensers. A. The contractor is responsible for keeping the jobsite in neat and orderly condition during construction. The building interior shall be cleaned and provide dust protection as best as possible at the end of each working day. B. The contractor is responsible for waste and rubbish removal during construction. C. The Contractor shall guarantee the work and work of subcontractors for a period to be agreed D. All work shall conform to all State and Local Codes. In the case of ambiguities, discrepancies or irregularities in the drawings, specifications, or applicable codes and standards, the contractor shall request clarification from the Architect before proceeding. The cost of correcting work done as a result of proceeding without obtaining clarification will be borne solely by the contractor. No claims for extras by the contractor will be allowed that are the result of a failure by the contractor to carefully review all portions of the drawings and specifications and to familiarize themselves with the job conditions. A performance bond of 10% of the total cost of the project will be required from the contractor awarded the bid. The winning contractor shall procure, carry, and maintain comprehensive general liability insurance which includes the following coverage. General Liability Each Occurrence Aggregate Bodily Injury $ 1,000,000 $ 1,000,000 Property Damage $ 500,000 $ 500,000 Automobile Insurance must be carried out on vehicles entering the site. The insurance shall have the following coverage. Auto Insurance Each Occurrence Aggregate Bodily Injury (per person) $ 1,000,000 $ 1,000,000 Property Damage $ 500,000 $ 500,000 Submission of Proposal Proposals may be emailed, mailed, or delivered to: Roy City Fire Department Roy City Corporation - Fire Department 5051 South 1900 West Roy, Utah 84067 Emailed proposals shall be submitted as an attachment in MS Word or PDF format. Please do not submit proposals as a Zip file. The proposer shall return three (3) bound copies if mailed or hand delivered. All submitted proposals and information included therein or attached thereto shall become public record upon their delivery to the Fire Department. The City staff will make every effort to administer the proposal process in accordance with the terms and dates discussed in this RFP. However, the City reserves the right to modify the proposal process and dates as deemed necessary.
