Request for Expression of Interest by the New York City School Construction Authority ("SCA") to conduct a preliminary survey seeking responses from potential proposers who are interested in and qualified to provide Building Condition Assessment Survey (BCAS) of DOE facilities. The SCA is responsible for the execution of building inspections for DOE facilities as defined under the Regulations of the New York State Commissioner of Education, Part 155 (8 NYCRR 155), Section 155.4, Uniform Code of Public School Building Inspections, Safety Rating and Monitoring (the "code"). These inspections consist of a BCAS every year. The State mandates that the City adopt sequential Five-Year Capital Plans, which include both new facilities and repairs to existing buildings. The work required for these services include: o a comprehensive BCAS inspection each year; o on-call re-inspection services; o aggregation of the inspection data through the SCA's Costing Program, the software which applies unit costs to the deficiencies; o submission of output that is complete and consistent with the intake requirements of an SCA designated Capital Planning system software which rolls the deficiencies up into costed projects; o annual review and updates to the inspection criteria, costing mechanisms, aggregation criteria and reporting structures; o annual review and recommendation for unit costs employed in the SCA's Costing Program; o periodic executive briefings; o reports (including the annual BCAS submission) and support during the execution of the Capital Plan; and o 5-year SED Building Condition Survey submission. This is a preliminary survey to ascertain your firm's interest in contemplating a contract with the SCA for the Services. Neither the SCA nor the potential proposer is making any commitment as a result of this preliminary survey. Although proposing firms need not be pre-qualified by the SCA at the time of proposal, each firm must be pre-qualified prior to contract award.
