The completed proposal must be submitted in paper form per the requirements listed within. No faxed or e-mailed submissions shall be accepted. This proposal will result in a service contract. There are no known projects at this time. There are no plans associated with this proposal. The awarded vendors will be required to submit their employee's fingerprinting information after the award notifications have been issued. For this proposal process the words proposal, proposals and proposer shall be interchangeable with bid, bids and bidders. This is a Request for Proposal process. The use of this purchasing method allows for negotiation of scope and value of this contract. The District may request additional information, conduct interviews, or collect any other information deemed necessary to fairly evaluate this proposal. A responsive proposal shall consist of one (1) original copy of the proposal per the PREPARATION AND SUBMISSION REQUIREMENTS and five (5) copies of same along with the completed electronic submission. The Plano Independent School District (herein referred to as Plano ISD or the District) is requesting proposals/qualifications for professional asbestos remediation consulting services and other services including, but not limited to, those outlined below under Scope of Services. This RFP document describes the services required by the District, the information that must be included in submissions, the format for submissions, and evaluation criteria. Our objective is to select a consultant to provide expert knowledge concerning all phases of dealing with asbestos. This relationship will have a five year term dependent on need, availability of budget, and what is in the best interests of Plano ISD. This will be a two-phase process: Phase I - Qualifications - After reviewing the submitted qualification statements, the District will select a short list of qualified consultants. The District may request interviews with the top candidates. Phase II - Fees - Upon completion of Phase I, Plano ISD will review fair and reasonable fee proposals from the candidate that was determined to be the best qualified for the District's needs. In the event a satisfactory contract cannot be agreed upon, negotiations will cease and the next most highly qualified candidate will be contacted and asked to provide their fee structure. This process will be continued until a contract is negotiated. The District requires various types of services including, but not limited to, the following: o Provide the services of a licensed asbestos management planner. o Provide licensed asbestos inspectors. o Provide for auditing and revision of existing asbestos management plan. o Make Management plan updates. o Notify Plano ISD of regulation changes. o Represent the District at periodic Texas Department of Health (TDH) random audits and inspections. o Provide training for District employees. o Develop specifications for use by the District for various asbestos remediation projects. o Make asbestos inspections and sampling. o Assist the District with cost saving measures when testing or remediation activities are required. o Make available to the District other services related to indoor air quality or other environmental compliance issues. The method of contractor selection has not been determined at this time.
