Site work for a mixed-use development in Springfield, New Jersey. Completed plans call for site work for a road / highway; sidewalk / parking lot; and water / sewer project.

This is a CDBG/HUD Funded Project and to be compliant, the successful Responsible Contractor MUST provide proof of NJ Public Works Certification and a DUNS/Federal ID number and abide by all Federal Requirements. The work generally consists of removal and replacement of granite curb and sidewalk at selected locations, installation of accessible curb ramps, the installation of waterproof coating/liners on sanitary manholes, pavement milling and installation of a hot mix asphalt overlay. Approximate major pay item quantities include 4,500 SY milling, 550 tons of HMA surface course, 480 LF of granite curb, 40 SY concrete sidewalk, ATTENTION This is a Federally Funded project. The Contractor and Subcontractors on this project must comply with HUD contract provisions 24 CFR part 85.36(i), the Davis-Bacon Act. Nondiscrimination, Equal Employment Opportunity, Affirmative Action, Section 3 requirements, Anti-Kickback Act, Federal Occupational Safety and Health Act and Department of Labor Standards and Regulations as set forth in the Contract Bid Documents. Bids will be awarded to the lowest responsible bidder. This (municipality or non-profit) is an equal opportunity employer, businesses owned by women or minorities are strongly encouraged to bid. All bidders shall comply with the 1931 Davis-Bacon Act which requires the payment of prevailing wage rates for all labors and mechanics on Federal or Federally assisted construction contracts. They must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the Municipal Clerk, TOWNSHIP OF SPRINGFIELD, UNION COUNTY, NEW JERSEY, and must be accompanied by a certified check, cashier's check, or bid bond in the form provided of not less than 10% of the amount of bid. Said check or bid bond may not be less than $500 nor shall it be more than $20,000 and must be accompanied by a Consent of Surety statement in the form provided from a Surety Company stating that the Surety Company will provide the bidder with a bond for 100% of the Contract amount in the event that the Contract is awarded to the bidder. A Non-Collusion Affidavit and a Record of Recent Contract Awards must also accompany the proposal on the forms provided. PROPOSAL FORMS SHALL NOT BE REMOVED FROM THE FORM OF PROPOSAL. PROPOSALS MUST BE MADE UPON THE BLANK FORMS PROVIDED AND SUBMITTED IN THE BOUND BOOK, WHICH SHALL BE LEFT WHOLE AND INTACT IN EVERY RESPECT. Bidders must have at the time of bid, a Business Registration Certificate issued by the New Jersey Department of Treasury. Bidders are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 for an affirmative action program for equal employment opportunity. If awarded a contract, your company/firm will be required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27. Bidders must also comply with the requirements of P.L. 1977, Chapter 33 amending the Local Public Contracts Law. Bidders must submit a statement setting forth the names and addresses of all the stockholders in the corporation or members of the partnership who own ten percent (10%) or more of its stock or have a ten percent (10%) or greater interest in the case of partnership. No bid may be withdrawn for sixty (60) days after the opening of bids. A Contract will be awarded to the lowest responsible bidder or all proposals will be rejected within sixty (60) days after the opening of bids. The Mayor and Township Committee of the TOWNSHIP OF SPRINGFIELD reserves the right to reject all bids, to reject unbalanced bids, and to waive any informality in any bid.
