Per the owner, as of February 8, 2024, construction on this project may be done by in-house staff. The owner states that a timeline for bidding has not been determined and construction is anticipated at the end of March 2024. Closed solicitation has been included below for reference. ................... Elsinore Valley Municipal Water District (EVMWD) is a publicly owned water and sewer service agency with approximately 46,000 water services and 36,600 sewer service connections, serving a population of approximately 157,000. The project is within EVMWD's boundaries and is located within the City of Lake Elsinore. This RFP solicits engineering design services to for the Back Basin Groundwater Treatment Plant Chemical Upgrades Project. EVMWD owns and operates the Back Basin Groundwater Treatment Plant (BBGWTP) located at 18529 Malaga Road, Lake Elsinore, CA 92532 (refer to location map included as Attachment A). The BBGWTP reduces the concentration of arsenic in the supply well water to a lower arsenic concentration that meets EPA's Maximum Contaminant Level (MCL) of 10 parts per billion (ppb). The facility was constructed in 2009 and has a capacity of 3.5 mgd with future build-out capacity to 5.0 mgd (refer to record drawings included as Attachment B) The plant is supplied by two wells, Cereal 3 and Cereal 4. BBGWTP uses a coagulation-filtration process to remove arsenic from the well water. Sodium hypochlorite and ferric chloride are injected into the raw water line at the head of plant. Sodium hypochlorite acts as an oxidant, oxidizing arsenic (III) to arsenic (V), which binds with ferric hydroxide. Ferric hydroxide is created when ferric chloride is flash-mixed in the presence of sodium hypochlorite. The arsenic-ferric hydroxide compound creates a floc, which is filtered out through the granular media (anthracite and sand) in the pressure filter vessel. In March 2020, Infrastructure Engineering Corporation completed an alternatives evaluation for re-routing the existing chemical feed lines as part of the Back Basin Groundwater Treatment Plant Repairs of Filters No. 5 and No. 6 Construction Scope of Work Technical Memo (included as Attachment C). The Consultant shall review the report and provide a recommendation and cost as part of the Preliminary Design Report Q&A Deadline 03/02/2023 10:00 AM (PST) EVMWD intends to initiate this project on May 2023, anticipating completion on November 2024 The method of Contractor Selection has not been Determined at this time.
