Per the owner, as of June 20, 2023, they only received one proposal for this solicitation and the cost far exceeded the available budget for the project, therefore the city elected to complete the design portion of the project in-house. The owner states that it is anticipated that the project will be advertised for bids in early 2024 with construction in the summer of 2024. The City of Arcata is seeking a qualified consulting firm to provide engineering services for developing final Plans, Specifications and Estimates (PS&E) for Phase 2 of the Plunkett Road Waterline Retrofit Project, with the option to award a separate contract for Construction Management (Phase 3) at a later time. The City was awarded funding to complete the Project through FEMAs Hazard Mitigation Grant Program, administered by Cal OES. The selected consultant must adhere to both federal and state requirements related to the HMGP. Phase Two of the Project will involve preparing bid-ready construction PS&E at the 60%, 90% and 100% levels. Phase 2 also involves finalizing necessary geotechnical investigations and environmental permitting. Phase 3 of the Project will involve all aspects of construction management for the project. An optional job walk will be held on February 23, 2023, at 2:00 p.m., beginning from Arcata City Hall, 736 F Street in Arcata. Sealed proposals for this work will be received at the City Managers Office, 736 F Street, Arcata, California, until 4:00 p.m. on Friday, March 10, 2023. The proposals submitted in response to this RFP will be evaluated and used as a basis for selecting a consultant for this phase of the project, with the option to award additional project phases. The DBE goal for this project is 5%. Questions received after the deadline of 5 p.m. on March 2, 2023, may not be answered. The Method of Contractor selection has not been determined at this time
