Reference number : 1690048 Deadline for receipt of complaints: 2023-02-20 Submission sent electronically accepted: Yes, in a single submission document Expected duration of the contract without the options (in months): 8 Ecole de technologie superieure (hereinafter "the Owner") having its head office at 1100 rue Notre-Dame Ouest, Montreal, is requesting Tenders for the replacement of the membrane of the retention basin of Residence III located at 425 rue de la Mountain (hereinafter "Work"). The project consists of replacing the membrane and repairing the concrete in a confined space (hereinafter "Project"). Timeline The planned timeline for the Project is as follows: Steps Date Tender March 6, 2023 Beginning of the roadworks May 1, 2023 Contractor Mobilization May 1, 2023 Provisional acceptance of the Work June 16, 2023 Final acceptance of the Work July 21, 2023 The Owner reserves the right to modify the schedule proposed above without notice or penalty and without incurring additional costs. The Owner reserves the right to terminate the Contract if the Contractor fails to meet the schedule. Bid Guarantee The Bidder must provide with its Bid a Bid security corresponding to 10% percent of the value of the Bid. The bid security is made in the form of a bond issued by a Financial Institution and must comply with the requirements of Schedule 1 of the Regulation respecting construction contracts of public bodies , money order or certified check payable to the order of the School of Higher Technology. The Bid guarantee must be valid for a period of 45 days from the deadline for receipt of the Bids, the authorization of an officer of the Bidder is required for a longer period. Guarantee of performance and guarantee of the obligations of the Contractor for wages, materials and services The performance guarantee and the guarantee of the Contractor's obligations for wages, materials and services in the amount each corresponding to 50% per cent of the price indicated in the Contract, are in the form of a bond issued by a Financial Institution and must comply with the requirements of Schedules 2 and 3 of the Regulation respecting construction contracts of public bodies . The performance guarantee and the guarantee of the Contractor's obligations for wages, materials and services will remain in force for the duration of the Contract. If applicable, the Contractor must provide proof of the renewal of these warranties before their expiry for the entire duration of the Contract. Intergovernmental agreements The following Agreements apply to this Notice of Qualification: Canadian Free Trade Agreement; Trade and cooperation agreement between Quebec and Ontario; The Bidder is responsible for receiving the Bidding Documents for itself and its Sub-Contractors. He must make sure to obtain all the documents, including the plans, necessary for the preparation of his Bid and those of his Subcontractors. Request for information regarding the call for tenders All requests for information concerning the call for tenders must be directed exclusively in writing, by e-mail to the attention of: Philippe Lacombe Procurement Officer Superior Technology School Email: submissions@etsmtl.ca Failure by the Bidder to comply with the procedure provided for requesting information may result in the rejection of its Bid. No verbal information is binding on the Owner and may be construed as modifying the Tender Documents. Appointments for the transmission of a Paper Submission can be obtained by writing to: submissions@etsmtl.ca no later than 72 hours before the deadline date and time set for the receipt of Submissions. Bidders should note that appointments will be given on limited time slots. The Bidder must submit its Bid electronically via the portal or by courier, by regular mail or in person at the civic address and at the premises mentioned above. Fax or e-mail are not acceptable methods of transmission. Any Submission that does not comply with the conditions set out above will be automatically rejected. Subject to what is provided for in the last paragraph of the Conditions of Compliance clause, the Owner will reject any Submission that is not received no later than the date and time mentioned above for the presentation of Submissions. In addition, the Owner is not responsible for the delays inherent in the electronic transmission of Bids via portal or in the internal transmission of any paper transmission that is not received directly at the Procurement Department. Other reasons for a Bidder's refusal The Owner reserves the right to refuse any Bidder who, during the two (2) years preceding the opening date of the Bids, has been the subject of an unsatisfactory performance evaluation by the Owner, has failed to respond to a Submission or a contract or has been the subject of a contract termination due to its failure to comply with its terms. Full submission for single award The Owner does not undertake to accept the lowest or any of the Tenders received, nor to carry out the object of this call for tenders, nor to carry out only a part of it and could, at its sole discretion, do nothing in related to this call for tenders.
